About this file

This is a Schedule B.3 specification document for snow removal services under a Request for Proposal (RFP) No. 260000002414 issued by the State of Michigan for janitorial, grounds, and snow services at the Clarkston Rest Area in the Metro Region. The scope of work requires snow removal on all driving surfaces, including entrance ramps, car parking areas, truck parking areas, and exit ramps, with completion mandated by 7:00 a.m. following any accumulation of 2 inches or more of snow on any given day, including weekends and holidays. The contractor must respond to calls for additional or emergency services within one hour of notification from the Program Manager. Ice removal via granular or approved liquid deicer shall be applied following snow removal operations or during freezing precipitation as directed. The contractor is required to furnish, operate, and maintain all necessary equipment for snow and ice removal, with no storage of equipment permitted on State property.

The specifications emphasize that time is of the essence for all snow and ice removal activities, and equipment failure does not constitute an acceptable reason for service non-performance. The contractor must notify the Program Manager no later than the next day after work completion and consult with the Program Manager for work inspection and approval. Snow must not be piled to create vision obstructions or hazards and must not be pushed across or onto adjacent roads per state law. All snow is to be stored in designated areas shown on a provided map or as designed by the Program Manager. Any accidents or damages on the premises must be reported immediately to the Program Manager. The State assumes no responsibility for theft, vandalism, or damage to contractor equipment, and the Program Manager reserves the right to inspect and reject any equipment that does not comply with applicable codes or contract requirements.

B. Snow Removal on Driving Surfaces

1. Snow removal shall be completed by 7:00 a.m. after each accumulation of 2” or more of snow on any given day including weekends and holidays. In cases of heavy snowfall, multiple service occurrences may be required during the day. Typical service is plowing 2” to 6” of snow accumulation. The Program Manager may request additional service trips to remove snow which has accumulated.

2. Areas for snow removal shall include entrance ramps, car parking areas, truck parking areas, and exit ramps.

3. Snow shall not be piled to cause a vision obstruction or hazard to the public; nor shall it be piled on sidewalks, or sidewalk “cuts”. All snow shall be pushed away from sidewalks and stored in the areas shown on the map (if provided) or in areas designed by the Program Manager.

4. BY STATE LAW no snow shall be pushed across or on to adjacent roads and shoulders.

5. Any accidents or damages on the premises must be reported immediately to the Program Manager.

C. Ice Removal

1. Granular or approved liquid deicer shall be applied anytime hard packed snow or ice remains on pavement after snow removal operation has been completed.

2. Deicer shall be applied during any period(s) of freezing precipitation as directed by the Program Manager.

D. Calls for Additional Services

1. The Program Manager may request additional or emergency snow/ice removal services as needed (drifting snow or other circumstances) and as determined by the Program Manager or designee.

2. The Contractor must respond and be in route to the call out location(s) within one hour of notification from the Program Manager or designee.

E. Work Approval

1. The Contractor must notify the Program Manager or designee no later than the next day after any work is performed.

2. The Contractor shall consult the Program Manager for inspection and tentative approval of work being accomplished, so that in the event of unsatisfactory work, sufficient time will be available for the Contractor to make corrections in a satisfactory manner within the time specified.

F. Equipment

1. The Contractor shall furnish, operate and maintain suitable and adequate equipment necessary to maintain entrance/exit ramps and all parking areas free from ice and snow.

2. The Contractor's snow removal equipment WILL NOT be stored on State property for any reason.

3. Under no circumstances shall the State be responsible for any theft, vandalism, or damage to the Contractor’s equipment.

4. The Program Manager shall have the right to inspect all equipment which is to be used in carrying out the terms of the Contract. Any equipment which does not comply with local, state, and federal codes, or with the Contract, may be rejected.

5. Equipment failure WILL NOT constitute an acceptable reason for failure to provide scheduled service.
