About this opportunity

The Kentucky Department of Fish and Wildlife Resources is requesting proposals for civil engineering services to support Fees In Lieu of (FILO) mitigation and stream/wetland restoration projects across three geographical regions of Kentucky during Calendar Year 2027 under RFP-660-2700000061, with proposals due October 20, 2026 at 12:00 p.m. ET and written questions due by September 29, 2026. Up to three vendors will be selected on an on-call basis with one vendor per geographical region — the North Region, East Region, and Southwest Region — though it is possible that not all regions will be awarded contracts or that a single vendor could be awarded multiple regions.

The scope encompasses non-construction professional services including site identification, surveys, property acquisition research, topographical surveys, legal services, utility relocation design, engineering design and plan preparation, NEPA coordination, Section 106 and Section 7 Endangered Species Act coordination, biological assessments, permit preparation (404, WQC, KPDES, Stream Construction, and local permits), construction oversight, and post-construction monitoring for a minimum of 7 to 10 years depending on project type. The consultant team must include at minimum a Civil Engineer, Stream and Wetland Restoration Designer, Aquatic Biologist, Land Surveyor, and Attorney, with all design professionals required to be registered in Kentucky. Respondents must provide a minimum of three references per discipline, with at least one current client reference per discipline.

The estimated project budget is $1,000,000 per region, though actual amounts may increase or decrease based on FILO funding and project needs. Work is not guaranteed, and individual projects will be assigned on a case-by-case basis with design deliverables expected within 4 to 7 months. The contract runs from award date through December 31, 2027, with possible extension at the discretion of the department.

Evaluation criteria include experience and ability by discipline (Civil Engineer 10 points, Stream and Wetland Restoration Designer 15 points, Aquatic Biologist 12 points, Land Surveyor 5 points, Attorney 5 points), past performance (30 points), ability to meet project schedule (15 points), geographical location (5 points), and work to be performed in Kentucky (3 points), totaling 100 points. Shortlisted firms will be interviewed on November 17, 2026 with regional presentation components. Short list meetings are scheduled for November 6, 2026 at 10:00 a.m. ET.
