Pecan Street in downtown Pflugerville under RFP 2026-024, with proposals due October 8, 2026 at 2:00 p.m. CDT. The City seeks an owner-operator to occupy the 1,845 square-foot building constructed in 1947 and assume complete operational and property-management responsibility.

Ideal proposed uses include food and beverage, retail, or entertainment businesses aligned with downtown revitalization. The property comprises approximately 0.26 acres zoned General Business 1 with Downtown District Overlay designation, currently accommodating six onsite parking spaces with potential for up to 13 following improvements. The building requires targeted renovations addressing exterior envelope, interior finishes, accessibility compliance, mechanical and electrical systems, and site conditions including parking resurfacing and landscaping.

The City is open to multiple transaction structures: long-term lease, ground lease, lease-to-own, or fee simple sale. Respondents must provide proposals not exceeding 25 pages addressing company background, project vision, proposed use and operations, financial plans demonstrating operational feasibility, and transaction terms including base rent, escalations, or purchase price as applicable. All respondents must complete required certifications covering conflict of interest, debarment status, non-collusion, litigation history, resident status, and drug-free workplace compliance.

Evaluation criteria weight Proposed Approach and Vision at 40 percent, Financial Feasibility at 30 percent, Respondent's Experience at 20 percent, and Principals' Experience at 10 percent. The City may offer incentives including tenant credits for capital expenses and expedited permit review. A non-mandatory pre-submittal meeting is scheduled August 20, 2026 at 3:00 p.m. via Microsoft Teams with an optional site visit the same day. Questions are due September 9, 2026, with responses posted by September 16. Selection committee review is anticipated by October 22, with finalists notified by October 23 and City Council approval of the successful respondent anticipated by December 2026.
