About this opportunity

The Massachusetts Office for Refugees and Immigrants (ORI) is requesting proposals from a single non-profit organization to provide statewide technical assistance to the Citizenship for New Americans Program (CNAP) provider network, with responses due August 21, 2026 at 12:00 pm EST via COMMBUYS. This is a reposted opportunity (replacing BD-27-1078-ORI1A-ORI-131563); no bidders conference will be held.

The scope includes Department of Justice recognition and accreditation support, maintenance of an online repository for training materials, legal support and case consultations, federal policy updates and training services, partnership development, and resource compilation for CNAP providers across Massachusetts. The awardee must employ at least one immigration attorney in good standing with no disciplinary records authorized to practice in Massachusetts, possess direct experience with DOJ-EOIR accreditation and recognition processes, currently deliver or have significant prior experience with citizenship services to lawful permanent residents, maintain current knowledge of immigration policy changes, provide training capacity to diverse organizations, and maintain extensive networks within the citizenship and immigration field.

Approximately $50,000 in state funding is available for State Fiscal Year 2027 (Year 1). The contract will be cost-reimbursement based with a maximum obligation amount and will begin October 1, 2026, continuing through June 30, 2031, comprising an initial one-year term followed by four optional one-year renewals. Funding for subsequent years is contingent upon state appropriations. No federal funds will support this contract.

The Small Business Purchasing Program applies; SBPP-registered participants meeting best value criteria will receive preference over non-SBPP bidders. ORI may provide additional preference to bidders committing to supplement contracted services with third-party funding. Successful awardees must submit Uniform Financial Statements and an Independent Auditor's Report, maintain active COMMBUYS registration, and participate in Electronic Funds Transfer for payments. The anticipated notification of tentative award is September 29, 2026.
