A mandatory pre-bid conference is scheduled for July 8, 2026 at 10:00 a.m., and written questions are due July 16 at 9:00 a.m. Addendum #1 issued July 11, 2026 modifies original solicitation terms; bidders must acknowledge receipt as part of bid submission.
The scope encompasses approximately 7,429 square yards of mill and pave work across 42 distinct locations throughout town, with total project area of 66,859 square yards (601,730 square feet). Notable project areas include Village Boulevard (71,175 square feet), Lawrin (61,550 square feet), and D Street (44,600 square feet). All work must conform to flexible asphalt pavement standards, with a minimum 2-inch mill depth and hot mix asphalt surface placement equal to existing surface depth or a minimum of 2 inches. Work must be completed within 90 calendar days of award and performed Monday through Friday between 7:30 a.m. and 4:00 p.m., commencing within 30 days of award. Bid price must include labor, materials, equipment, supplies, hauling, delivery, third-party inspection, and disposal of milling material. Liquidated damages of $300 per calendar day apply for delays beyond completion deadline.
The contract is fixed lump-sum with a single award anticipated. Bidders must demonstrate completion of similar-scope paving services within the past five years and provide at least three references from the preceding five years. Bid bonds (5% of bid amount), performance and payment bonds (100% and 50% of contract price, respectively), and a one-year maintenance bond (5% of contract amount) are required. Contractors must maintain comprehensive general liability insurance ($1,000,000 per occurrence/$1,000,000 aggregate), automobile liability insurance ($500,000 bodily injury per person/$1,000,000 per accident), and workers' compensation insurance as required by Maryland law.
