About this opportunity

Beaufort County, South Carolina is requesting bids for installation of stormwater infrastructure at Cherry Point Preserve, a 91.5-acre county-owned parcel, with bids due July 7, 2026 at 3:00 p.m. EST and a non-mandatory pre-bid conference on June 16, 2026 at 2:00 p.m. via Teams. The scope includes site preparation with brush and tree removal, installation of erosion prevention and sediment control best management practices, installation of a 60-inch reinforced concrete pipe (RCP) culvert to convey 103.42 cubic feet per second during a 100-year storm event, and a gravel-stone surface crossing above the pipe to provide county staff access from the entrance gate to the eastern portion of the property.

The project location is parcel TMS #R600 013 000 0061 0000, parallel to Pritcher Point Road in Beaufort County, bordered by Heffallump Road to the north, US-170 and the Beaufort County Animal Shelter to the west, Pritcher Point Road to the south, and an unnamed tributary to the Okatie River along the eastern boundary. The existing drainage ditch receives flow from a 30-inch pipe originating at the Malind Bluff subdivision and ultimately discharges to the Okatie River. Minimal tree removal is anticipated; the culvert design was developed to avoid impacts to significant or specimen trees to the extent practicable.

All bids will be evaluated on a lowest responsible bidder basis. Contractors must meet Small and Minority Business Participation Program requirements, including submission of good faith efforts documentation and proposed subcontractor utilization plans. Bidders must submit a Bid Bond equal to 5% of the total bid amount within 10 days after the bid due date. The successful bidder will provide Performance and Payment Bonds each equal to 100% of the contract amount. All work must commence within 10 calendar days of Notice to Proceed and be completed within 60 calendar days, with liquidated damages assessed at $500 per calendar day for delays. Pricing must be firm for a minimum of 90 days. Insurance requirements include Worker's Compensation, Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Comprehensive Automobile Liability ($500,000 combined single limit), and Umbrella Liability ($2,000,000 minimum). Questions are due June 24, 2026 at 5:00 p.m.

Opportunity text

The parcel owned and maintained by Beaufort County known as Cherry Point Preserve is currently bisected by an existing drainage ditch that ultimately conveys runoff to the Okatie River. To maintain County access from the staff entrance gate to the east portion of the property, a new crossing is proposed across the drainage ditch. The parcel (Beaufort County TMS #R600 013 000 0061 0000) is located parallel to Pritcher Point Road, bordered by Heffallump Road to the north, the Beaufort County Animal Shelter and US-170 to the west, Pritcher Point Road to the south, and an unnamed tributary to the Okatie River along the eastern boundary. The property is predominantly wooded and undeveloped, and closed to the public. Stormwater currently flows into and through the existing ditch running through the center of the site, ultimately discharging toward the Okatie River. Minimal tree removal is anticipated to accommodate the proposed stormwater crossing and the culvert design was developed to avoid impacts to significant or specimen trees to the extent practicable. The approved improvements include installation of a 60-inch reinforced concrete pipe (RCP) to maintain uninterrupted flow within the ditch, along with a gravel-stone surface crossing above the pipe to facilitate access. No utilities are proposed as part of this project, as the site is unoccupied. An existing 30-inch pipe extending from the Malind Bluff subdivision appears to initiate the ditch system, which widens naturally moving northeast. The drainage areas contributing to the ditch upstream of the proposed 60-inch pipe were delineated and analyzed for the 100-year storm. These areas were combined and modeled using the Rational Method within an AutoCAD Express model to appropriately size the culvert for 103.42 cfs.
