About this file
This is an MS4 (Municipal Separate Storm Sewer System) approval letter from Beaufort County, South Carolina, pertaining to the Cherry Point Preserve Stormwater Pipe project. The document provides regulatory approval for stormwater management improvements at the Cherry Point Preserve parcel (TMS #R600 013 000 0061 0000), a County-owned property located in Beaufort County parallel to Pritcher Point Road. The project involves installation of a 60-inch reinforced concrete pipe (RCP) culvert to maintain drainage flow through an existing ditch that bisects the property and ultimately discharges to the Okatie River. The improvements also include a gravel-stone surface crossing above the pipe to provide staff access from the entrance gate to the eastern portion of the property. Minimal tree removal is anticipated, with culvert design developed to avoid impacts to significant specimen trees where practicable. Drainage analysis for the 100-year storm event was conducted using the Rational Method within an AutoCAD Express model, determining appropriate sizing for 103.42 cubic feet per second (cfs). The project coordinates are N 180729.01 E 2023742.96 (N32 19 47.977 E279 04 36.688).
The approval letter confirms that the proposed stormwater crossing meets MS4 permit requirements and regulatory standards for the County. No utilities are proposed as part of the project since the site remains unoccupied. The existing drainage system originates from a 30-inch pipe extending from the Malind Bluff subdivision and naturally widens as it moves northeast through the property. This approval authorizes the County to proceed with implementation of the stormwater management improvements to facilitate necessary maintenance access while managing stormwater conveyance appropriately.

PRITCHER POINT IMPROVEMENTS: R600 013 000 0061 0000
Dear Mr. Powell, Beaufort County Stormwater has reviewed the above referenced project located within Beaufort
County’s MS4 jurisdiction. The project has been found compliant with the minimum standards of the
Southern Lowcountry Stormwater Design Manual and Beaufort County Stormwater Ordinance;
therefore, this letter shall serve as notification of the MS4 conditional approval of the proposed stormwater design and erosion control plan. Please note any major modifications to the plan as defined by the SC Construction General Permit will require a revised conditional MS4 approval.
This approval does not constitute the right to start construction or preclude the need to obtain permit coverage under the NPDES Construction General Permit for Stormwater Discharges from
Construction Activities from SC DHEC. Upon approval and receipt of the NPDES coverage permit, a
Beaufort County Stormwater Permit must be issued. No land disturbance is to occur until final approval has been issued from Beaufort County Zoning.
Beaufort County assumes no maintenance responsibility for the proposed site, roads, or stormwater drainage system.
Please let me know if you have further questions or if our office can be of further assistance.
Sincerely, Taylor Brewer
