About this opportunity
The California Film Commission is requesting proposals for a fiscal agent to administer the Career Pathways Training Program, a five-year workforce development initiative, with proposals due July 22, 2026 at 5:00 PM PDT.
The fiscal agent must be a qualified not-for-profit organization with demonstrated experience in jointly administered labor-management training programs and deep expertise in entertainment industry skills training. Small business and disabled veterans business enterprise (DVBE) set-asides offer a five percent preference incentive. The scope includes managing an annual budget of approximately $1.5 million (totaling $7.5 million over the contract period, subject to legislative changes); selecting and overseeing training providers through RFP issuance; conducting recruitment outreach to underserved communities seeking entry into film and television careers; tracking participant outcomes including job placement and retention; identifying occupational shortages in the film and television industry; maintaining a three-year record retention system; and submitting quarterly and annual financial and participant reports to the CFC. The fiscal agent will manage funds collected from California Film and Television Tax Credit Program 4.0 participants. Proposers must demonstrate managerial experience, knowledge of entertainment industry job classifications, and familiarity with recruitment of underserved populations.
The contract term runs August 15, 2026 through June 30, 2030. The administrator's annual costs for oversight and management must be detailed in a four-year budget with line-item breakdowns including position titles, salary rates, fringe benefits, operating expenses, and indirect costs.
Evaluation criteria on a 100-point scale assess work plan quality (15 points), methods and strategies (15 points), job pathway articulation (15 points), capacity monitoring ability (10 points), examples of similar programs (10 points), staff qualifications (5 points), and budget cost-effectiveness (30 points). Questions are due July 8, 2026, with responses posted by July 10. Finalist presentations or interviews are anticipated July 27–31, with notice of intent to award posted to Cal eProcure no later than August 10.
