About this opportunity
The City of Detroit Office of Contracting and Procurement on behalf of the Construction and Demolition Department is requesting proposals for as-needed design-build capital services with proposals due October 2, 2026 at 3:00 p.m. EST, and the question submission deadline extended to September 18, 2026 at 2:00 p.m. EST under Addendum 2. Detroit-based businesses are eligible for equalization credits up to 10 additional points based on certification status and work allocation percentage.
The scope encompasses mechanical, electrical, plumbing, structural, roofing, site, carpentry, and fire protection services at city recreation facilities and owned properties, with individual task orders ranging from $5,000 to over $1 million. Respondents must demonstrate a minimum of ten years of experience with similar projects and provide evidence of bonding capacity at 100 percent of contract value. The approximate construction budget for pricing purposes is $2.8 million. Contractors must submit fully burdened hourly labor rates for multiple personnel categories including project director, manager, superintendent, engineer, estimator, and clerical staff.
The contract term is two years with potential renewal options subject to Detroit City Council approval and the Chief Procurement Officer's signature. The City anticipates one or multiple awards and reserves the right to select one or more firms to perform all or separate portions of the work. Technical proposals are evaluated on work plan and schedule (15 points), capacity (30 points), and experience (35 points), while cost proposals account for 20 points. Proposals must remain firm for 120 days from the due date and thereafter until withdrawal, execution, or procurement termination.
Mandatory submissions include notarized affidavits, Certificate of Insurance, three years of financial statements, City of Detroit Treasury Clearance documentation, System of Awards Management registration, staff roster, committed work capacity documentation, and bonding capacity letters; proposals lacking the bonding letter are rejected. Respondents must verify that proposed subcontractors and suppliers are not debarred by the City, federal, state, or sub-state entities, and must disclose AI use with completion of an AI FactSheet if applicable. A virtual pre-bid conference was held September 2, 2026; the recording is available via YouTube link. Contractors must be registered in the City of Detroit Vendor Portal to invoice under NET 30 terms.
