About this opportunity
Hugh L. Carey Battery Park City Authority (BPCA) is requesting proposals for capital expenditure tracking and reporting with bond fund drawdown management software (Scope A) and/or investment reconciliation and reporting software (Scope B), with proposals due July 24, 2026 by 3:00 p.m. and questions due July 10, 2026. Proposers may submit for either scope or both; no set-asides or preference programs apply, though MBEs, WBEs, and SDVOBs are encouraged to submit.
Scope A encompasses multi-year budgeting, funding source management, work order and allowance tracking, amendment tracking, real-time cost visibility, configurable report generation by fund and project, bond disbursement tracking, drawdown request processing, approval workflows, and bond fund sustainability reporting. Scope B includes portfolio management, trade entry and approval workflows, reconciliation of positions and transactions against custodial and advisor records, interest income tracking, book versus market valuation, and GASB-compliant footnote generation (standards 31, 40, and 72). Both scopes require cloud-based deployment with integration to BPCA's current general ledger system (Microsoft Dynamics GP) and its future ERP platform via bidirectional data flows, scheduled imports and exports, and audit-ready logging. Security requirements mandate role-based access, separation of duties, and full audit trails with timestamped logging.
The contract term is three years with two optional one-year renewal periods at BPCA's discretion, with an anticipated start date of September 2026. Cost proposals must detail a separately sealed Firm Fixed Implementation Fee covering all labor, configuration, integration, data migration, testing, training, documentation, and go-live support, plus fixed annual software licensing, hosting, maintenance, and support fees. Milestone payments will be retained up to 10% pending final system acceptance.
Proposers must be lawfully authorized to do business in New York State and demonstrate successful implementation of the proposed solution for at least three clients with at least 12 months of production use; at least one client being a government entity, public authority, or nonprofit organization is strongly preferred. Required insurance includes Commercial General Liability ($1 million per occurrence, $2 million aggregate), Automobile Liability ($1 million combined single limit), Data Breach and Privacy/Cyber Liability ($1 million), and Technology Errors and Omissions ($1 million), with all carriers maintaining A.M. Best ratings of at least A-, Class VIII.
