A reciprocal preference for non-resident small, women-owned, or minority-owned businesses certified under West Virginia Code applies; vendors requesting such preference must identify themselves in writing with their bid and provide documentation prior to award.

Place of performance is Camp Dawson at the Kingwood Armed Forces Reserve Center, 240 Army Road, Kingwood, West Virginia.
Bidders must submit a bid bond equal to 5% of the total bid amount; the successful vendor must provide performance and labor/material payment bonds each equal to 100% of contract value prior to award. Vendors are responsible for all project costs including permits, site cleanup, waste disposal, and utility verification and repair. Liquidated damages are assessed at $1,500 per day of delay plus $1,250 for Staff Judge Advocate review for work not completed after the contract completion date.
