About this opportunity
The West Virginia Department of Administration Purchasing Division, on behalf of the Adjutant General's Office, is requesting bids for comprehensive renovations to Building 244 at Camp Dawson Army Training Site in Kingwood, with bids due September 8, 2026, at 1:30 p.m. EST. Addendum 2 (posted August 20, 2026) moved the bid deadline from August 27 to September 8 and shifted the vendor technical questions deadline to August 27, 2026, at 11:00 a.m. EST.
A mandatory pre-bid meeting was held August 18, 2026; vendors must provide copies of pre-bid sign-in sheets with their bids and acknowledge receipt of all addenda or risk disqualification. The project encompasses demolition, structural work, concrete, masonry, metals, wood and composites, thermal and moisture protection, openings, finishes, specialties, special construction (including cold storage rooms), plumbing, HVAC, electrical systems, and electronic safety and security systems. The building contains approximately 4,533 square feet and includes dining areas, kitchen facilities, toilets, mechanical and electrical rooms, storage, and walk-in refrigeration units. Work must comply with the 2021 International Building Code, 2018 International Energy Conservation Code, 2021 NFPA 101 Life Safety Code, 2020 National Electrical Code, and 2015 ADA Accessibility Guidelines.
Bidders must submit lump-sum pricing for 18 bid items (base bid plus two optional alternates: kitchen hood replacement and walk-in cooler/freezer replacement with foundations, slab, and vestibule) and a bid bond equal to 5 percent of total bid amount. The apparent low bidder must provide performance and labor/material payment bonds each equal to 100 percent of contract value and a two-year maintenance bond for roofing work. Bidders must hold a valid West Virginia Contractor's License and demonstrate at least five successfully completed similar projects. At least 75 percent of employees must be hired from the local labor market unless Workforce West Virginia issues a waiver within three business days of job posting. Progress payments will be made monthly based on architect approval with 10 percent retainage until substantial completion. Liquidated damages of $1,500 per day plus a one-time $1,250 charge apply for late completion. Bids remain valid for 60 days. The Architect is Montum Architecture, LLC in Keyser, West Virginia.
