About this opportunity

The West Virginia Department of Administration Purchasing Division, on behalf of the Adjutant General's Office Division of Engineering and Facilities, is requesting bids for interior renovations to Building 215 at Camp Dawson in Kingwood under CRFQ 0603 ADJ2700000025, with bids due September 10, 2026 at 1:30 p.m. EST and a mandatory pre-bid meeting on September 1 at 10:00 a.m. EST at Camp Dawson Training Site Building 301.

A mandatory local-labor requirement mandates that at least seventy-five percent of employees be hired from the local labor market, defined as West Virginia counties and counties outside West Virginia within fifty miles of the state border — a significant eligibility constraint. Bidders must possess a valid West Virginia contractor's license and have successfully completed at least five similar projects.

The scope covers approximately 13,130 square feet of renovation work across multiple trade disciplines: demolition and replacement of flooring, interior doors and frames, wall finishes, and ceiling systems; installation of operable partition walls in five classrooms; renovation of four ADA-compliant restrooms; replacement of five rooftop HVAC units with associated ductwork; installation of 2'x2' LED lighting fixtures with occupancy sensors and dimming controls; and comprehensive electrical and plumbing system updates. All work must comply with the 2018 International Building Code, West Virginia Building Code, and 2015 International Energy Conservation Code. The solicitation includes one additive alternate for door replacement in Room 102 Vault 124. The contract term runs from notice to proceed until project completion, with substantial and final completion dates determined upon notice to proceed.

Bidders must submit a bid bond equal to five percent of total bid amount and provide performance and labor/material payment bonds each equal to one hundred percent of the contract value prior to award. Monthly progress payments are made with ten percent retained until substantial completion. Liquidated damages are $1,500 per day for missed deadlines plus $1,250 fixed for Staff Judge Advocate review. If the contract value exceeds $250,000, the apparent low bidder must submit a subcontractor list within one business day of bid opening. A drug-free workplace affidavit is required. Vendor technical questions are due September 3 at 11:00 a.m. EST. Award is contingent upon receipt of funding.
