About this opportunity
The City of Burlingame is requesting bids on playground surfacing replacement at Paloma Park via poured-in-place rubber system installation, with bids due September 23, 2026 at 2:00 P.M. and public bid opening at 2:30 P.M. the same day. Bidders must hold a California C-61/D12 contractor license and register with the California Department of Industrial Relations under Labor Code section 1725.5 prior to bid submission. Prevailing wage rates under California Labor Code section 1773.2 apply.
The scope consists of removing existing rubber surfacing tiles and installing a poured-in-place rubber system meeting impact attenuation requirements for a ten-foot fall height across 3,000 square feet. Work includes base preparation for shredded rubber cushioning, protection of existing dry-wells, installation of rubber EPDM wearcourse in existing colors, and third-party impact attenuation testing results meeting ASTM F1292. Work may only occur on weekdays between 7:00 A.M. and 3:00 P.M., with completion required by October 31, 2026. Contractors bear responsibility for protecting or relocating park benches, playground equipment, and other fixtures not targeted for removal.
Award shall be made to the lowest responsive bid based on price per square foot. All materials, site protection, cleanup, disposal, fees, surcharges, and overhead must be included in the per-square-foot cost with no additional base-bid costs permitted. Optional add-alternates for additional maintenance services or products may be proposed but are not guaranteed to be engaged.
Contractors must obtain a Burlingame business license and maintain comprehensive insurance including General Liability ($2 million per occurrence / $2 million aggregate), Automobile Liability ($1 million combined single limit), and Workers' Compensation with Employer's Liability ($1 million per accident), naming the City as additional insured. A non-mandatory pre-bid meeting is scheduled for September 10, 2026 at 9:00 A.M. at the site. Questions must be submitted through PB System by 12:00 P.M. on September 15, 2026.
