About this opportunity
The City of McHenry is requesting qualifications from architectural and engineering firms for Phase II Engineering services on the Bull Valley Road Bridge reconstruction over Boone Creek, with sealed Statements of Qualifications due August 13, 2026 at 3:00 p.m. CST. This is an RFQ issued under the Brooks Act and the Illinois Local Government Professional Services Selection Act.
The scope encompasses surveying, utility coordination, supplemental geotechnical studies, development of construction documents and specifications, IDOT permitting and approval assistance, right-of-way acquisition support, cost estimation, and project meeting attendance. The bridge reconstruction will include new abutments, approach slabs, and railings to accommodate 2–12 drive lanes, 8 paved shoulders, and a 10-foot wide multi-use path; total bridge width is 54 feet to allow future expansion to a three-lane section. The existing bridge (No. 056-3109) has been rated structurally deficient with a superstructure rating of 4 and sufficiency rating of 46.7. Environmental approvals, cultural resource clearances, wetland mitigation requirements, and endangered species consultations have been completed with no adverse effects anticipated.
Phase II Engineering funding of $100,000 is available (80% Local Bridge Formula Program federal / 20% local match); the anticipated construction cost is $2.5 million. Submittals are limited to a one-page cover letter, one-page firm history and overview, one-page resumes for up to three key personnel, one-page subconsultant resumes, one-page descriptions of up to three similar project experiences, and one-page project understanding and approach statement. Three hard copies and one PDF copy on USB drive must be submitted to Greg Gruen, P.E., at the City of McHenry Public Works Department, 1415 Industrial Drive, McHenry, IL 60050. Selection criteria are weighted as follows: project understanding and approach (50%), relevant experience (20%), firm capabilities (10%), general knowledge of McHenry infrastructure (10%), local presence (5%), and Disadvantaged Business Enterprise status (5%). A selection committee will score initial responses to establish an interview list of three consultants; final selection occurs after interviews. Questions are due August 6, 2026, with written responses provided in addenda by August 8, 2026. Contract approval is anticipated in October 2026, with project kick-off in November 2026 and design completion by May 2027.
