The scope encompasses a complete ATSC 1.0–compliant broadcast monitoring and signal processing system deployed across the main Birmingham facility and ten remote television transmitter sites in Florence, Huntsville, Mt. Cheaha State Park, Montgomery, Demopolis, Dozier, Winfield, Texasville, and Mobile, Alabama. Required components include 8VSB, ASI, and MPEG/IP gateway systems; modular chassis and receiving modules; IP processing and protocol gateways; broadcast logging and compliance monitoring servers; SD/HD-SDI capture systems; multiviewer display servers; and TSoIP logging, reporting, and analysis software. The supplier shall furnish hardware, software licenses, installation services, remote commissioning, testing, complete documentation, and online training. Hardware carries a five-year warranty with Next Business Day implementation; software warranty is enabled through an annual renewable Maintenance Plan. A three-year maintenance plan is included and renewable annually thereafter. Response time for trouble and incident tickets is four hours or less. APT Engineering staff will physically install the system per supplier documentation; the supplier is responsible for remote commissioning and providing all technical specifications and installation instructions.

Bids must include a technical proposal detailing system design and implementation timeline, with compliance to applicable FCC regulations and ATSC standards required. Out-of-state suppliers must register with the Alabama Secretary of State. Contracts exceeding $25,000 require a Vendor Disclosure Statement. All materials must comply with Alabama sales tax registration and E-Verify requirements where applicable. The State retains sovereign immunity and reserves the right to cancel with 72 hours' notice or immediately for public health or safety threats.
