The scope covers bridges in eight neighborhoods: Allston/Brighton, Back Bay, Charlestown, Downtown, East Boston, Seaport, South Boston, and the South End. Contractors must provide all necessary labor, equipment, supplies, fuel, and maintenance; the City will supply salt materials. Bidders are required to inspect all bridge locations prior to submitting proposals.

Minimum qualifications include demonstrated completion of at least three comparable snow removal projects within the past five years, current operator licenses and certifications for all equipment operators, sufficient full-time staffing with 24/7 availability, and fully operational snow removal equipment. Contractors must carry comprehensive general liability insurance of at least $100,000 per occurrence and $200,000 aggregate, comprehensive auto liability of at least $100,000 combined single limit, and umbrella liability of at least $100,000 per occurrence. The City of Boston must be named as an additional insured on all policies except workers' compensation.

Pricing is structured hourly with separate line items for a two-person crew with one pickup truck and additional per-person hourly rates, with all equipment, supplies, fuel, and operating costs included in the bid price. The contract runs from execution through June 30, 2027, with two optional one-year renewal periods at the City's discretion. Bidders must submit wage theft prevention certification (Form CM-16), prevailing wage forms, and proof of insurance. Addendum 1 was posted September 7, 2026 and must be acknowledged in bid submission. The City is exempt from sales and excise taxes and will provide exemption certificates following award.
