About this opportunity

The Michigan Department of Transportation, Davison Transportation Service Center, is requesting proposals for bridge deck repairs at the I-75/I-69 Interchange in Genesee County (RFP 260000002435), with proposals due August 11, 2026 at 12:00 p.m. Eastern. Questions must be submitted by 3:00 p.m. Eastern on August 5, 2026, with answers posted by 5:00 p.m. Eastern on August 6. Bidders must be MDOT Prequalified Contractors in category N9-1A (Fa) Bridge Deck Repair and registered with the Michigan Department of Labor and Economic Opportunity as State Project Contractors — mandatory eligibility filters.

The scope spans three bridge locations at the interchange: I-75 Ramps H & M over I-69 Ramp L (SN 2556), I-75 Ramps H & M over Swartz Creek (SN 2520), and westbound I-69 Ramps H & F over Ballenger Road (SN 2550). Work includes hand chipping (255 square yards total), deep concrete patching (25 cubic yards), and traffic control furnishing and operation. Staged construction with two primary phases manages traffic on I-69 westbound with a maximum closure length of 0.75 miles, 60 mph work-zone speed limits (45 mph where workers are present), and restrictions on lane closures during Labor Day and the Bikes on the Bricks event (September 12, 2026). Contractors must submit an Internal Traffic Control Plan (Type A ITCP) at preconstruction and provide 7 calendar days' advance notice to MDOT-Bay-Davison-LCRF@michigan.gov prior to any lane closures. All traffic control devices must comply with the Manual on Uniform Traffic Control Devices and ATSSA guidelines.

Prevailing wage rates for Genesee County (effective November 2025) apply to all construction workers. Performance and lien bonds equal to 100 percent of contract price are required. Contract performance begins August 24, 2026, with completion required by September 15, 2026. Pricing must be firm for the entire contract length and submitted on Schedule B; Amendment 1 corrects quantities for Schedule B Line Items 3 through 15. Payment is Net 45 Days via Electronic Funds Transfer. Liquidated damages for late completion range from $500 to $4,000 per day depending on contract amount. Contracts at or above $500,000 require State Administrative Board approval. Award is PASS/FAIL to the lowest-price responsive and responsible bidder meeting all mandatory requirements.
