About this opportunity
The City of Phoenix is seeking qualifications for a Job Order Contract (JOC) for the Bridge and Dam Safety Repair Program, targeting the restoration and rehabilitation of 600 bridges and related infrastructure throughout the city, including structures owned by the Aviation Department, Phoenix Convention Center, Valley Metro, and various roadways. The procurement is a Request for Qualifications (RFQ) designed to select up to two contractors to perform comprehensive maintenance, repair, and construction services for city-owned bridge and dam safety assets. Contractors must be prepared to perform structural rehabilitation, concrete repairs, rebar restoration, carbon fiber reinforcement, overlay applications, embankment work, and emergency response services, with a requirement to self-perform at least 60% of the work. The solicitation will evaluate submissions based on a 1,021-point system, with criteria including general firm information, experience and qualifications, key personnel experience, approach to performing services, and reference checks. The pre-submittal meeting is scheduled for July 25, 2025, with Statements of Qualifications (SOQs) due by August 8, 2025, at 12:00 pm through the City's Procurement Portal. Contractors must provide performance and payment bonds and utilize the UNIFIER project management database for tracking project activities.
The contract includes a Small Business Enterprise (SBE) goal of 5%, with specific requirements for SBE participation and documentation. Contractors must submit a Small Business Enterprise Contractor's Statement of Utilization form and can use SBE-certified subcontractors to meet participation goals, with suppliers limited to satisfying no more than 25% of the goal. The contract will run for 36 months or $9,000,000, whichever occurs first, with an option to renew for an additional 24 months and a total contract amount not to exceed $15,000,000. Individual Job Order Agreements (JOAs) will be limited to $2,000,000 in construction costs, and contractors must be capable of bonding up to $2,000,000 per JOA. Vendors are required to register in the City of Phoenix's Vendor Management System before submitting a bid, and the procurement will be conducted through the OpenGov electronic platform to ensure an equitable and accessible process. Significant penalties exist for non-compliance with SBE requirements, including potential withholding of future payments, bid rejections, and contract cancellation.
