About this opportunity

The Oklahoma Department of Rehabilitation Services is requesting bids on two Monarch Dynamic Tactile Braille Display Devices or equivalent units for the AIM Center (Solicitation/Event Number EV00000982), with bids due October 20, 2026 at 3 p.m. Central Standard Time. Service-disabled veteran business enterprise (SDVBE) certification under 74 O.S. § 85.44E is an eligibility option; the form CP076 solicits SDVBE qualification credentials but does not designate a set-aside.

Each device must include a minimum 32-cell refreshable braille display, an integrated Perkins-style or equivalent braille keyboard, and support word processing (.docx, .doc, .txt, PDF, MathML), braille translation in Nemeth Code and UEB, a graphing calculator with tactile graph capability, and a tactile graphics application (JPG, PNG, PDF). Additional requirements include speech-enabled DAISY and EPUB file readers with library access, customizable line spacing, text-to-speech functionality, a rechargeable battery with at least 10 hours of typical use, and WiFi, HDMI, USB-C, and Bluetooth connectivity. Each unit must include a carrying case, tactile display protection, and USB-C charging equipment; all shipping and handling costs must be included in the bid price. Manufacturers' warranties and extended service agreements are priced separately on Price Exhibit 1.

Bidders must submit pricing via the Oklahoma Supplier Portal, certify non-collusion under OMES Form CP004, provide workers' compensation compliance documentation, and submit an Authority to Operate (ATO) confirmation. Bids must remain valid for 120 days from the due date. The contract is governed by Oklahoma state law and standard OMES Information Technology Terms, including mandatory U.S.-only data center operations, data encryption at rest and in transit, and security incident notification within five days. Suppliers must maintain commercial general liability insurance of not less than $2 million per occurrence and workers' compensation as required by law. Payment is due net 45 days upon invoice submission. The deadline for requesting administrative review is October 13, 2026.
