About this opportunity

The City of Detroit Office of Contracting and Procurement on behalf of the Board of Elections is requesting quotes for a counter intercom system and installation services under RFQ 549992, with quotes due August 12, 2026 at 3:00 p.m. EST, and a pre-bid conference and site walk on August 3, 2026 at 10:00 a.m. at the Department of Elections, 2978 W Grand Blvd, Detroit, MI 48202. The City strongly encourages contracting with small and minority businesses, women's business enterprises, labor surplus area firms, and Detroit businesses; qualifying Detroit-certified vendors may claim equalization credits of 1% to 5% depending on certification type (Detroit-Based, Detroit Resident Business, Detroit Headquartered, Small Business, Micro Business, Joint Venture, or Mentor Venture), with the lowest equalized bidder receiving award provided the equalized price does not exceed 12% above the lowest responsible bid or $100,000, whichever is less.

The scope covers nine units of Contacta intercom systems for customer service counters, with respondents required to price both non-ballistic (KTS-2021) and ballistic (KTS-2022) models separately, including equipment and installation labor. Respondents must be authorized Original Equipment Manufacturer agents capable of enforcing manufacturer warranties and performing repairs without outsourcing, and must demonstrate a minimum of five years of experience providing intercom systems and installation services for governmental or commercial entities, supported by at least three references from the past five years describing comparable projects.

Questions are due August 5, 2026 at 2:00 p.m. EST through the Bonfire portal. Quotes must be submitted exclusively through Bonfire and are binding for 120 days. The City anticipates making one or multiple awards and reserves the right to exercise renewal options subject to Detroit City Council approval and Chief Procurement Officer signature. Contractors must maintain Workers' Compensation insurance at Michigan statutory minimum, Commercial General Liability insurance with $1,000,000 per occurrence limits ($2,000,000 aggregate minimum), Automobile Liability insurance with $1,000,000 combined single limits, and Cyber/Errors and Omissions Liability insurance of $1,000,000 per claim. Award is contingent on satisfaction of multiple clearance and documentation requirements, including notarized City of Detroit Consolidated Affidavits, certificate of insurance compliance, three years of financial statements, active System of Awards Management registration, and City Treasury Clearance approval, with a minimum ten-day clearance process following application submission.
