About this opportunity

West Virginia Department of Administration, Purchasing Division is requesting quotes for replacement of nineteen windows on the east side of Building 32 in Huntington under CRFQ GSD27_04, with bids due July 30, 2026 at 1:30 p.m. EST and a mandatory pre-bid meeting scheduled for July 22, 2026 at 10:00 a.m. EST at the project site. The project is subject to West Virginia's local labor market hiring requirement (75% of employees from local labor market) and domestic product preferences for aluminum, glass, and steel materials.

The scope involves replacing nineteen aluminum-framed, double-paned insulated glass windows matching existing style, color, and tint across designated first-floor rooms, performed in three sets over approximately six weeks. The awardee is responsible for all labor, materials, equipment, old-window disposal, and site coordination; the state handles furniture removal, blind removal and reinstallation, and incidental wall repairs. The vendor must hold a valid West Virginia contractor's license and provide commercial general liability insurance ($1 million per occurrence) and automobile liability insurance ($1 million per occurrence). A signed drug-free workplace affidavit under West Virginia Code 21-1D-5 is required with the bid. The vendor must demonstrate completion of at least three similar projects with experienced supervisory staff and provide a one-year labor warranty.

The contract is fixed-period, 180 days from notice to proceed. Standard work hours are 7:00 a.m. to 5:00 p.m., Monday through Friday, excluding state holidays. Bidders must submit a bid bond equal to 5% of total bid amount and, upon award, performance and labor/material payment bonds each equal to 100% of contract value. Unit prices prevail in case of discrepancies; pricing is firm for the contract life. Vendor questions are due July 27, 2026 at 12:00 p.m. EST. Contact David H. Pauline, buyer, at 304-558-0067 or david.h.pauline@wv.gov.
