About this opportunity
The West Virginia Army National Guard is requesting quotations for the supply and installation of blackout and light filtering curtains at Camp Dawson Event Center in Kingwood, West Virginia, with sealed bids due August 14, 2026, and a mandatory pre-bid meeting on August 4, 2026.
The scope involves removal of existing automatic curtains and installation of new manual dual-shade units in three executive suites. Each suite requires approximately six dual-shade units configured with a mesh solar shade (3% openness, Peloton color or approved equal) and a blackout mesh solar shade (Dark Gray or approved equal). Windows are L-shaped measuring 8 feet by 22.5 feet. Graber dual shades or approved equivalents are specified. The contractor is responsible for field verification of all quantities and dimensions and must obtain WVARNG approval of materials and colors prior to installation. The fixed-period contract carries a 30-day completion requirement from notice to proceed.
Bidders must submit a lump-sum price covering all labor, materials, equipment, and supplies. A West Virginia Contractor's License is required, and all personnel accessing Camp Dawson for the pre-bid meeting must possess a REAL ID. Commercial General Liability Insurance and Automobile Liability Insurance are each required at $1,000,000 per occurrence. The contractor must provide a one-year warranty on all parts, labor, and materials; training on operation and maintenance upon project completion; and as-built drawings and field notes within 30 days of final acceptance. All hardware and devices must have been on the market for at least five years and require WVARNG approval prior to installation. Contractors are responsible for obtaining all required permits and compliance with federal, state, and local regulations, including Force Protection Condition requirements and personal identity verification.
Questions are due August 10, 2026, at 10:30 a.m. to Dusty Smith at dusty.j.smith2.nfg@army.mil. Attendance at the pre-bid meeting on August 4 at 9:00 a.m. at Camp Dawson is mandatory for all bidders.
