About this opportunity

The Illinois Department of Transportation is requesting bids on various types of bituminous mixtures for statewide delivery across nine IDOT geographic districts plus day labor services under IFB B-53605, with bids due September 17, 2026. Bidders are not required to bid on all line items but must organize submissions by district grouping (District 1 through District 9 plus Day Labor, totaling 101 line items). All bids must be submitted electronically through BidBuy.

Supplies must conform to IDOT Specifications for Road and Bridge Construction adopted January 1, 2024, including provisions for recycling asphalt and concrete materials where required. Vendors must identify plant locations for each district and maintain General Commercial Liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, Auto Liability of $1,000,000 per occurrence, and Workers' Compensation Insurance as required by law. Subcontracting is not permitted.

The initial contract term runs January 1, 2027, through December 31, 2028, with a maximum total term not to exceed ten years including renewal periods. Pricing is estimated rather than firm, with unit prices applied across district-specific line items for bituminous materials, dump fees, and delivery costs per mile. One annual price adjustment after the first year is permitted, not to exceed the maximum allowable adjustment calculated using the U.S. Bureau of Labor Statistics Producer Price Index for Nonmetallic Mineral Products-Paving Mixtures and Blocks; the state reserves the right to adjust prices downward if warranted. Award will be made to the responsive and responsible bidder with the lowest price that meets specified criteria, with selection based on calculations accounting for either IDOT pickup or vendor delivery with mileage charges and consideration of travel time and cure time requirements. Bid prices must remain firm for 180 days from opening. No bid bonds or performance bonds are required. A $15 administrative fee applies to contracts valued at $1,000 or more and will be deducted from the first payment. The contract may be partially or fully funded with federal funds, with the percentage and dollar amount disclosed upon notice of award.
