About this file

This is a contract document from the Illinois Department of Transportation (IDOT) for the procurement of bituminous mixtures statewide for fiscal year 2027. The contract, designated as B-53605/P-, seeks vendors to supply various types of bituminous mixtures for use throughout Illinois, with delivery and pickup options available as ordered by nine IDOT districts covering all counties in the state, plus a mobile Day Labor unit. The supplies must conform to IDOT Specifications for Road and Bridge Construction adopted January 1, 2024, and include provisions for recycling asphalt and concrete materials as needed. The contract includes detailed plant and equipment requirements, mixture preparation specifications, and inspection protocols to ensure quality. Vendor plant locations must be identified for each district from which materials will be supplied. The initial contract term runs from January 1, 2027, through December 31, 2028 (two years), with a maximum total term not to exceed ten years including any renewal periods.

Pricing is structured as estimated rather than firm, with unit prices applied across district-specific line items for various bituminous materials, dump fees, and delivery costs per mile. The contract permits one annual price adjustment after the first year, not to exceed the maximum allowable adjustment calculated using the U.S. Bureau of Labor Statistics Producer Price Index for Nonmetallic Mineral Products-Paving Mixtures and Blocks. The state reserves the right to adjust prices downward if warranted. Subcontracting is not permitted, and vendors must maintain General Commercial Liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, Auto Liability of $1,000,000 per occurrence, and Workers' Compensation Insurance as required by law. The contract is subject to availability of appropriations and state procurement laws, with payment made according to the Illinois Prompt Payment Act. A $15 minority contractor initiative fee applies to contracts awarded for $1,000 or more. Federal funding may partially or wholly fund this contract.
