About this opportunity
The City of Minneapolis is requesting bids for a Type 2 grade reverse osmosis water purification system with 100-liter storage reservoir installation at the Fridley Filter Plant, with bids due August 5, 2026 at 2:00 p.m. CST and questions due July 28, 2026 at 10:00 a.m. CST. This is a one-time purchase with no contract renewal options; the awardee will be the single lowest responsive and responsible bidder meeting all specifications.
Bidders must demonstrate five years of business operation and at least three commercial contracts involving emergency repair and services within the past five years. The Fridley Filter Plant operates continuously seven days a week, 24 hours a day, and the contractor must provide emergency services with immediate response capability. Subcontracting is prohibited without prior written consent from the City.
The solicitation comprises three line items: the Type 2 water purification system and installation equipment per specification, all labor, travel equipment, material, fuel, and miscellaneous installation costs, and freight. Installation labor and related costs are due by August 10, 2026; the system and equipment must be delivered by January 5, 2027. Bid pricing must include all applicable sales taxes and fees; vendors must obtain an ST-3 exemption certificate from the State of Minnesota to substantiate sales tax exemption.
Contractors must comply with Minnesota Statutes Section 16C.285, subdivision 3 (responsible contractor requirements), and submit signed statements under oath verifying compliance. Contracts valued at $100,000 or more are subject to the Minneapolis Living Wage Ordinance. Insurance requirements include $1,000,000 commercial general liability and auto liability coverage. Contractors must comply with the Minnesota Government Data Practices Act and all federal, state, and local laws. Bidders must be registered as City suppliers through the eSupplier Portal prior to submission. The City reserves the right to reject any or all bids and will issue payment within 30 days of invoice submission and final inspection acceptance.
