About this file

This is a bid specification document issued by the City of Minneapolis Water Treatment & Distribution Services Division for the Fridley Filter Plant seeking qualified suppliers for a Type 2 grade water purification system installation. The project addresses the inefficiency of the current system, which relies on Type 1 grade water delivered from the Softening Plant laboratory at a consumption rate of 6 to 9 gallons every other day. The City requires installation of a complete Type 2 grade water purification system with a 100-liter storage reservoir, including all labor, equipment, materials, fuel, and miscellaneous costs necessary for full operational capability. This is a one-time purchase with no contract renewal options, non-exclusive award, and no stated response date, due date, or award date in the specification document. The Fridley Filter Plant operates continuously seven days a week, 24 hours a day, and the contractor must be capable of providing emergency services with immediate response capabilities.

Bidders must meet minimum qualifications including five years of business operation and demonstrated experience with at least three commercial contracts involving emergency repair and services within the past five years. All contractors must obtain necessary permits and schedule inspections through the designated City Project Manager and comply with all applicable Federal, State, and local licensing and certification requirements. Bid responses must include the total cost of the Type 2 water purification system and 100-liter storage reservoir plus all labor, equipment, materials, fuel, and miscellaneous installation costs, with no additional fees permitted for travel or setup time. The City reserves the right to reject any or all bids and will issue payment within 30 days of invoice submission and final inspection acceptance. Subcontracting is prohibited without prior written consent from the City.

SPECIFICATIONS

Water Treatment & Distribution Services Division

Fridley Filter Plant Bid Event 4246 - Water Purification System

OVERVIEW/PURPOSE:

The City of Minneapolis’ Fridley Filter Plant has continuous water quality monitoring equipment that requires Type 2 grade water (A.K.A. Distilled Water) for their calibration and function. In addition, operational staff perform analytical tests that need Type 2 grade water. Currently, Type 1 grade water is carried from the Softening Plant (i.e., the laboratory) to the Fridley Filter Plant to be used for these purposes; at a quantity of about 6 to 9 gallons every other day. Type 1 grade water, however, is purer than what is needed at the Fridley Filter Plant. Providing the Fridley Filter Plant with type 1 grade water creates extra demand and wear on the Laboratory’s water purification system and staff. In order to improve efficiency and eliminate dependency on another plant for purified water, the Fridley Filter Plant is seeking a Type 2 grade water purification system to have on site. This would be particularly beneficial at times like weekends, holidays, and after hours when the laboratory is not open. Because of the significance of the work performed by operations staff at the Fridley Filter Plant having their own reliable water purification system that will provide readily available Type 2 grade water is very critical. The intent of this Request for Bid is to establish a master contract for qualified suppliers who can provide all labor, equipment, and/or service for complete installation of a fully operational Type 2 grade water system and accompanying storage reservoir.
