About this opportunity

The City of Minneapolis, through its Finance and Property Services Procurement division in partnership with Hennepin County, Minnesota, is soliciting competitive bids for Small Diameter Pipe Cleaning & Televising 2026 services to support Public Works-Sewer Maintenance operations. The procurement seeks qualified contractors to provide comprehensive cleaning and televising of approximately 450,000 linear feet of small diameter sanitary sewer pipe across three diameter categories: 8"-10" (118,000 linear feet), 12" (166,000 linear feet), and 15" (166,000 linear feet). Deliverables include flushing and debris removal to restore sewers to a minimum of 95% of their original carrying capacity, quality assurance televising via closed-circuit television (CCTV) with NASSCO PAPC coding, root and attached deposit removal (100 hours), and monthly video submissions on portable hard drives or DVDs. Work must be completed by December 1, 2026, with all documentation and invoices submitted by December 15, 2026, and performed during standard City working hours of 7:00 a.m. to 6:00 p.m., Monday through Friday. The City may award up to two contracts to the overall low responsive and responsible bidders. Bid responses are due electronically by April 21, 2026, at 12:00 p.m. CDT through the City's eSupplier Portal, with written questions accepted through April 13, 2026, and addenda posted by April 14, 2026. Bidders must submit a 5% bid deposit, completed Responsible Contractor Verification and Certification of Compliance Forms with Attachment A-1, payment and performance bonds for 100% of the awarded contract amount, and completed bid forms with unit prices for all eight line items; substantial project completion is required by December 31, 2026.

This procurement is not subject to any Small and Underutilized Business Program (SUBP) goals; however, the City encourages full and fair competition opportunities for certified Minority-Owned Business Enterprises (MBEs) and Women-Owned Business Enterprises (WBEs) on subcontracting opportunities. All contractors must comply with Minnesota Statutes Section 16C.285 Responsible Contractor requirements, including valid workers' compensation and unemployment insurance, Department of Revenue and Department of Employment and Economic Development registration, federal tax identification, Minnesota wage and hour statutes, federal prevailing wage requirements with no violations involving wage underpayments of $25,000 or more in the preceding three years, health and safety licensing, equal employment opportunity provisions, and non-debarment by federal or state governments. Employment goals are established at 20% female participation and 32% minority participation for construction workforce development, with contractors required to obtain MDCR-approved Affirmative Action Plans prior to award for contracts exceeding $100,000. Contractors must comply with extensive City of Minneapolis terms and conditions including insurance requirements (workers' compensation, commercial general liability, commercial automobile liability, and builders' risk), equal opportunity and non-discrimination compliance under Minneapolis Code of Ordinances Title 7, prevailing wage compliance with potential Certified Payroll Report submissions, and living wage ordinance compliance for contracts valued at $100,000 or more. Subcontracting is prohibited without prior written consent from the City. The bid form does not specify an explicit contract value or budget range; however, the contract is subject to construction contract terms and conditions for projects exceeding $175,000, and payment is structured with 95% rendered upon satisfactory completion of cleaning work and 5% upon final acceptance following CCTV inspection review.
