About this file

This document contains civil rights compliance requirements and guidelines issued by the City of Minneapolis Department of Civil Rights (MDCR) for contractors bidding on the Small Diameter Pipe Cleaning & Televising 2026 project in Minnesota. The notice establishes mandatory compliance standards for all contractors under Minneapolis Code of Ordinances Title 7, including non-discrimination provisions protecting employees and applicants based on race, color, creed, religion, ancestry, national origin, sex, sexual orientation, gender identity, disability, age, marital status, familial status, and public assistance status. Contractors must implement affirmative action measures across all employment practices including hiring, compensation, training, and advancement opportunities. The document outlines specific employment goals of 20% female participation and 32% minority participation for construction workforce development, while establishing notification and posting requirements to inform employees and applicants of these non-discrimination commitments.

For contracts exceeding $100,000, contractors must obtain MDCR-approved Affirmative Action Plans prior to award. The Small and Underutilized Business Program (SUBP) applies to contracts exceeding $175,000 and requires contractors to make good faith efforts to engage Minority-Owned Business Enterprises (MBEs) and Women-Owned Business Enterprises (WBEs) certified through the Minnesota Uniform Certification Program (MnUCP). This particular contract carries no specific SUBP goals but encourages full and fair competition opportunities for certified MBEs and WBEs on any subcontracting opportunities. Prevailing wage compliance is mandatory on applicable projects, with contractors potentially required to submit Certified Payroll Reports. HUD Section 3 compliance applies when applicable, directing employment and economic activities to low-income persons to the greatest extent feasible. The MDCR conducts pre-award compliance reviews and reserves authority to deny contract awards for non-cooperation.

I. Overview The City of Minneapolis’ policy is to provide equal opportunities to all businesses, with an effort to redress discrimination in the City’s marketplace and in public contracting against Minority- Owned Business Enterprises (MBEs) and Women-Owned Business Enterprises (WBEs). II. SUBP Goals There are no SUBP goals on this contract. However, if there are subcontracting opportunities, Contractor is encouraged to afford MBEs and WBEs full and fair opportunities to compete on this contract and resulting subcontracts.

III. Certified MBEs/WBEs The SUBP only recognizes MBEs/WBEs certified through the Minnesota Uniform Certification Program (MnUCP). To locate certified MBEs/WBEs, please visit the MnUCP online directory at:
