About this opportunity

The City of Minneapolis is requesting sealed bids for a Maintenance Hole Spray Lining Project involving polyurethane coating rehabilitation of 53 sanitary sewer maintenance holes, with bids due August 25, 2026, at 2:00 p.m. CDT. Written questions are due August 13, 2026. This is a prevailing-wage project under Davis-Bacon Act requirements with aspirational workforce participation goals of 20% female and 32% minority participation; no Small and Underutilized Business Program (SUBP) goals are established.

Scope encompasses spray lining of approximately 600 vertical feet of circular or oval-shaped brick maintenance holes (generally 30-inch diameter) using 100% solids polyurethane coating to eliminate infiltration, exfiltration, and corrosion. Work spans two project areas across multiple street corridors in the Shingle Creek and Seward neighborhoods. Certified applicators must have successfully installed at least 1,000 vertical feet of manhole lining within the preceding three years with documented installation history. Three primary bid line items are mobilization (1 lump sum), polyurethane spray coating (600 vertical feet), and manhole powerflow forming (5 units). Payment is calculated by vertical length on a unit-price basis, with 95% upon satisfactory completion and 5% upon final acceptance.

The notice to proceed is estimated for November 2, 2026, with all work required by December 31, 2026. The contract may be extended for one additional year at the same rates by mutual agreement. A 5% bid deposit and 100% Performance and Payment Bonds are required. Bidders must submit a Proof of Experience form, Responsible Contractor Verification and Certification of Compliance with Attachment A-1 (Minnesota Statute 16C.285, Subdivision 7), and acknowledge all addenda. Prevailing wage rates per the Department of Labor Wage Determination MN20260053 (effective January 2, 2026, modified May 18, 2026) apply. Bids are awarded to the overall low, responsive, responsible bidder. Addenda will be posted by August 18, 2026. No pre-bid meeting is scheduled. Water supply costs for cleaning and lining will be metered and invoiced separately by the Minneapolis Water Department.
