Manhole Rehabilitation Specifications Summary
This is a bid specification document issued by the City of Minneapolis Department of Public Works Sewer Operations for the rehabilitation of 53 sanitary sewer maintenance holes using a polyurethane coating system. The project involves applying 100% solids polyurethane coating to eliminate infiltration, exfiltration, and corrosion while providing structural repair. The work will cover approximately 600 vertical feet of liner in circular or oval-shaped brick manholes with generally 30-inch diameters. The estimated notice to proceed date is November 2, 2026, with all work required to be completed by December 31, 2026. The contract may be extended for one additional year at the same rates if both parties agree. No formal bidders' conference, site visits, or award dates are specified in the document.
Payment for manhole rehabilitation will be calculated on a vertical length basis per line item, with 95% payment upon satisfactory completion of lining work and the remaining 5% upon final acceptance following inspection reports. Mobilization costs will be split, with 50% invoiced on the first payment request and 50% on the final payment request. The City reserves the right to adjust quantities based on budget availability or additional funding, with any increased quantities paid at the same unit rates. Water supply costs for cleaning and lining will be metered through City fire hydrants and invoiced separately by the Minneapolis Water Department. The contract is non-exclusive, and the City reserves the right to hire additional contractors for similar work. A certified applicator must have successfully installed at least 1,000 vertical feet of manhole lining within the preceding three years, with documented installation history required.

The surface preparation method shall produce a cleaned, abraded and sound surface with no evidence of laitance, loose concrete, brick or mortar, contaminants or debris, and shall display a surface profile suitable for application of the liner system.
3.4 Structural Repair of Deteriorated Manholes
Repair deteriorated manhole surfaces after cleaning and modifications.
Any bench, invert, or manhole wall repairs shall be made at this time using a quick setting patching mix.
Place repair mortar fillet around each pipe projection to provide a smooth transition from the structure wall to the pipe projection. Install bonding agents and repair mortar in accordance with manufacturer’s written recommendations.

Following the aforementioned steps, any polyurethane product manufacturer specific primer shall be applied to the walls and floor of the manhole to a thickness of 1-3 mils.
Spraying of the polyurethane coating material shall be continuous without interruption until each application is complete. The surface shall be clean and free of all foreign material without noticeable free water droplets or running water prior to application of material. Materials shall be spray applied in the above specified thicknesses in one or more passes from the bottom of the casting frame. Once the application is completed, a spark test of the coating shall be completed to confirm there are no defects.
Final installation shall be a minimum of 150mils.
The covers shall be removed at this time and the bench sprayed with materials per specifications as mentioned above and spray applied in such a manner that a gradual slope is produced from the walls to the invert. The wall/bench intersection shall be rounded to a uniform radius the full circumference of the intersection.
3.7 Debris Removal
If needed, debris from the sewer system shall be continuously removed from the manhole during manhole rehabilitation. Do not allow debris to be passed into the downstream sewer unless approved by the Contract Administrator.
Debris within the sewer system will be removed from the sewer system using truck-mounted vacuum extraction.
Debris of material removed from the sewer system will be disposed of at the City’s Linden Yard disposal site. There will be no charge for disposal since this is a City project and Linden Yard is a City owned facility. Any disposal of debris at the Linden Yard will be between the hours of 7:00am and 3:00pm, Monday through Friday. The Linden Yard is located at 816 W. Linden Ave, Minneapolis, MN, 55403.

Fire hydrant connections will be metered and will include a backflow preventer according to City Water Department requirements. Final costs will be invoiced for actual charges from the City’s Water Department.
The City Water Department will charge a connection and reconnection fee to hook up to a hydrant or move to a different hydrant. Only Minneapolis Water Department employees can do this. For more detailed information contact the permit office at (612) 673-2865, call the Minneapolis Water Department at (612) 673-5600, or go to the Public Service Center located at 505 Fourth Ave. S., Room 620B, Minneapolis.
