About this opportunity
The City of Minneapolis is requesting bids for liquid carbon dioxide delivery to the Lagoon Overflow Treatment Plant, with bids due October 22, 2026 at 2:00 PM CDT and written questions due October 13, 2026 at 10:00 AM CST.
The product must meet or exceed AWWA Standard B510 purity and quality specifications and carry ANSI/NSF Standard 60 certification for drinking water treatment chemicals — the gating certification requirement. The City seeks approximately 30,000 pounds over a twelve-month contract period (average monthly demand 2,500 pounds) delivered in bulk trucks to 4100 East River Road, Minneapolis, Minnesota, with delivery windows limited to Monday through Friday, 7 a.m. to 3 p.m. The facility has three vertical storage tanks totaling 6,000 pounds capacity. Successful bidders must commence delivery within fourteen calendar days of contract execution.
Pricing is per pound of carbon dioxide on an F.O.B. destination basis, and the City reserves the right to increase quantities up to 100 percent during the contract term. Prior to award, the successful bidder must submit proof of ANSI/NSF Standard 60 certification, a Globally Harmonized System Safety Data Sheet, and a certificate of analysis demonstrating AWWA Standard B510 compliance at Quality Verification Level H or I.
The contract is awarded to the low, responsive, and responsible bidder and consists of an initial one-year term with the City reserving the right to extend for two additional twelve-month periods by mutual agreement. If the contract value exceeds $100,000, the contractor must comply with the Minneapolis Living Wage and Responsible Public Spending Ordinance. All contractors must comply with Minnesota Statutes Section 16C.285, subdivision 3, and obtain an ST-3 sales tax exemption certificate. Stringent security provisions apply, including pre-screening of drivers and passengers, submission of identification prior to arrival, security seals on containers, and vehicle searches at City discretion. The City may terminate upon fifteen days' written notice if supplier performance does not meet specifications.
