About this opportunity

The City of Minneapolis is requesting lump-sum bids for a generator switchgear relay retrofit project for Minneapolis Public Works, with bids due July 30, 2026 at 2:00 p.m. CDT and a non-mandatory pre-bid meeting on July 21 at the Fridley Softening Plant.

The scope covers all materials, labor, equipment, and incidentals to complete the retrofit work in accordance with specifications and drawings available through QuestCDN (eBidDoc #10276310) for a $10.00 fee. Substantial completion is due February 26, 2027.

Bids exceeding $50,000 trigger prevailing wage requirements under Minneapolis Code of Ordinances Chapter 24 and must include a signed Responsible Contractor Verification and Certification of Compliance Form with Attachment A-1 (First-Tier Subcontractors List) or face rejection. Prevailing wage rates are established by U.S. Department of Labor General Decision Number MN20260239 (effective May 18, 2026) for Hennepin County and surrounding areas, spanning over 70 labor classifications from entry-level trades to skilled positions such as Electrician ($60.40 per hour plus $34.39 fringe) and Plumber ($61.28 per hour plus $31.52 fringe). Contractors must comply with Executive Order 13706 (paid sick leave) and Executive Order 13658 (minimum wage of $13.65 per hour or applicable prevailing wage rate, whichever is higher).

The City's aspiration for workforce participation is 20% female and 32% minority. No Small and Underutilized Business Program (SUBP) goals are established for this contract. Equal opportunity and non-discrimination requirements apply under Minneapolis Code of Ordinances Title 7. Contractors must be verified through the Central Certification Program (CERT) if claiming MBE or WBE status.

A bid deposit of 2% of the total proposed bid amount is required, payable to the City of Minneapolis Finance and Property Services - Procurement office. No Performance Bond or Payment Bond is required. Award will be made to the lowest responsive, responsible bidder. Written questions are due July 23 at 2:00 p.m. CST, and addenda will be posted by July 28. Bidders must register for the pre-bid meeting by emailing marshall.hilgemann@minneapolismn.gov for security clearance.
