About this file
This document is a Special Provisions notice issued by the City of Minneapolis Department of Civil Rights outlining compliance requirements for contractors bidding on the PW Generator Switchgear Relay Retrofit project in Minnesota. The notice establishes mandatory civil rights rules and regulations under Minneapolis Code of Ordinances Title 7, requiring all contractors to undergo pre-award compliance review and maintain non-discriminatory employment practices across hiring, compensation, training, and advancement decisions. Contractors must identify themselves as equal opportunity or affirmative action employers in all recruitment materials and make good faith efforts to achieve the City's aspirational construction workforce goals of 20% female participation and 32% minority participation. Additionally, contractors should provide full and fair opportunities for Minority-Owned Business Enterprises (MBEs) and Women-Owned Business Enterprises (WBEs) to compete on subcontracting opportunities.
The document specifies that while there are no specific SUBP (Small and Underutilized Business Program) goals established for this particular contract, the SUBP program applies to contracts exceeding $175,000 and requires compliance with prevailing wage laws for contracts of $50,000 or greater. Contractors may be required to submit Certified Payroll Reports through systems designated by the Minneapolis Department of Civil Rights. HUD Section 3 compliance is mandatory when applicable, requiring contractors to direct employment and economic activities to low-income persons. All certified MBEs and WBEs must be verified through the Central Certification Program (CERT), and contractors are responsible for posting civil rights notices in conspicuous locations and providing them to labor representatives. Reporting requirements may be enforced through designated software systems specified by the Minneapolis Department of Civil Rights.
