About this opportunity

The City of Minneapolis is requesting bids for liquid sodium 50/50 ortho/poly phosphate blended corrosion inhibitor for municipal water supply treatment, Event 0000004315, with bids due October 20, 2026 at 2:00 p.m. CST and questions due October 13, 2026 at 10:00 a.m. CST. No set-aside or preference program applies; Small and Underutilized Business Program goals are zero percent for both Minority Business Enterprise and Women Business Enterprise participation.

The scope is supply and delivery of liquid sodium corrosion inhibitor meeting ANSI/NSF Standard 60 certification and AWWA standards B504 and/or B505. The product must have a phosphate reversion rate of six percent or less per ninety days, composition of 45–55 percent ortho and 55–45 percent poly, and be free from deleterious substances. Bidders must submit product data sheets documenting density, orthophosphate and polyphosphate percentages, active ingredient concentrations, proof of ANSI/NSF Standard 60 certification, and GHS Safety Data Sheets prior to award.

The estimated quantity is 160,000 pounds of total phosphate (PO₄) over a twelve-month period beginning November 1, 2026, with approximately 30,000 pounds delivered via Intermediate Bulk Containers (totes) and 160,000 pounds by tank truck (approximately 4,000-gallon capacity). Delivery locations include Fridley Filtration Plant, Columbia Heights Membrane Plant, and Fridley Softening Plant. Delivery is restricted to Monday–Friday between 7:00 a.m. and 3:00 p.m. Bid pricing is expressed as U.S. dollars per pound of total phosphate, with a single bid price applicable to both tank truck and tote deliveries. Payment is calculated based on net pounds delivered multiplied by assay weight percent total phosphate and the bid price.

Bidders should indicate willingness to extend the contract at bid prices for one or two additional twelve-month periods through October 2027 or October 2028. Successful bidders with cumulative contracts exceeding $100,000 must comply with prevailing wage requirements, living wage ordinance requirements, affirmative action plan requirements, and the Environmental Purchasing Policy, including restrictions on products containing intentionally added PFAS under Amara's Law effective January 1, 2025. All bids must include applicable sales taxes and fees. Bids are submitted electronically through the City of Minneapolis eSupplier Portal, with responses opened at event close and results posted on the City website.
