About this file

This is a Civil Rights Rules and Regulations notice and Small and Underutilized Business Program (SUBP) requirements document issued by the City of Minneapolis Department of Civil Rights for contractors bidding on the Corrosion Inhibitor contract in Minnesota. The notice establishes mandatory compliance requirements for all contractors, including non-discrimination provisions covering employment practices such as hiring, compensation, training, and advancement based on race, color, creed, religion, ancestry, national origin, sex, sexual orientation, gender identity, disability, age, marital status, familial status, and public assistance status. Contractors must identify themselves as equal opportunity or affirmative action employers in all employment solicitations and maintain affirmative action plans approved by the Minneapolis Department of Civil Rights for contracts exceeding $100,000. The document establishes aspirational workforce participation goals of 20% female participation and 32% minority participation for construction projects and requires compliance with prevailing wage laws for contracts at or above $50,000, which may include submission of Certified Payroll Reports through specified software systems.

Although no specific SUBP goals are established for this contract, contractors are encouraged to provide full and fair opportunities to Minority-Owned Business Enterprises (MBEs) and Women-Owned Business Enterprises (WBEs) if subcontracting opportunities exist on the project. SUBP requirements apply to contracts exceeding $175,000 and are based on project scope, subcontracting opportunities, and availability of qualified certified businesses. The City recognizes only MBEs and WBEs certified through the Central Certification Program (CERT), with a searchable online directory available at https://cert.smwbe.com/FrontEnd/searchcertifieddirectory.asp. Additional compliance obligations may include HUD Section 3 requirements when applicable and reporting requirements through systems specified by the Minneapolis Department of Civil Rights.
