About this opportunity

The City of Minneapolis is requesting bids on concrete reinforcing steel materials and related supplies for public works projects, with bids due October 7, 2026 at 2:00 PM CDT and questions due September 24, 2026 at 2:00 PM CST. The City will award a single contract to the overall lowest responsive, responsible bidder; there are no Small and Underutilized Business Program (SUBP) goals for this contract, though MBE and WBE participation is encouraged on any subcontracting opportunities, and all MBEs and WBEs must be certified through the Central Certification Program (CERT) directory.

The scope comprises 29 line items of epoxy-coated reinforcement products, including #4 through #8 tie-bars and reinforcement rods in multiple lengths and configurations, dowel bars, dowel baskets, permanent headers, and miscellaneous expansion materials and fasteners. All materials must comply with Minnesota Department of Transportation (MnDOT) specifications and be sourced from the MnDOT approved materials list. The City requires delivery to Minneapolis Central Stores, Linden Yard, or specified project locations, with most items due within 24 hours of request; 4-bend keyway and 12-foot dowel baskets require delivery within 14 calendar days. Bar lengths under 20 feet will be cut at no additional cost with epoxy coating applied to cut ends.

The initial contract term runs from January 1, 2027 through January 1, 2028, with two optional 12-month renewal periods. Pricing is firm during the initial contract period; escalation for renewals is permitted up to the Consumer Price Index or 5 percent, whichever is higher, with 60 days' notice required. The City reserves the right to adjust quantities up to 100 percent with no price adjustments and to engage other contractors for similar work. Prevailing wage and living wage requirements apply. Bidders must comply with equal opportunity and non-discrimination provisions and submit bids electronically through the City of Minneapolis eSupplier Portal with all 29 line items priced; incomplete bids are non-responsive. Addenda will be posted by September 29, 2026.
