About this file

This is a specification document prepared by the City of Minneapolis Department of Public Works for the procurement of concrete reinforcing steel and other materials. The City seeks a supplier to furnish and deliver reinforcing steel and related materials in accordance with Minnesota Department of Transportation (MnDOT) specifications and guidelines, with all items sourced from the MnDOT approved materials list. Materials will be delivered to the Minneapolis Central Stores, Linden Yard, or specified project locations as required, with deliveries expected in partial orders rather than full orders. Most items must be delivered within 24 hours of request, with the exception of 4-bend keyway and 12-foot dowel baskets, which require delivery within 14 calendar days. The City will award the contract to a single supplier based on the overall lowest bid, with all suppliers required to complete all bid lines or face rejection as non-responsive. The initial contract term runs from January 1, 2027 through January 1, 2028, with the option for two additional 12-month renewal periods if both parties agree.

Pricing shall remain firm during the initial contract period, after which escalation may be permitted for contract extensions based on documented industry-wide, regional, or operational cost increases submitted 60 days prior to contract year end, not to exceed the Consumer Price Index or five percent, whichever is higher. Quantities specified are estimates and may vary during the contract period; the City reserves the right to adjust quantities up to 100 percent with no price adjustments. The contract is non-exclusive, and the City reserves the right to engage other contractors for similar work. Contractors must provide reasonable notice for unloading of materials and accept a $200 per hour deduction for unloading delays; unloading is considered incidental work with no additional compensation. Bar lengths under 20 feet will be cut at no additional cost with epoxy coating applied to cut ends. Invoices must be submitted electronically in PDF or compatible formats following delivery and City acceptance, with payment rendered within 30 days of receipt unless items are questioned.

City of Minneapolis

DEPARTMENT OF PUBLIC WORKS

Concrete Reinforcing Steel and Other Materials

I hereby certify that these specifications were prepared by me, or under my direct supervision, and that I am a duly Registered Professional Engineer under the laws of the State of Minnesota.

Date: 9/11/2026

Ryan Gottsleben

Minnesota Registration No: 63973

The Supplier agrees to furnish and deliver Concrete Reinforcing Steel and Other Materials to the City of Minneapolis, all in accordance with the provided specifications.

All items included under these specifications shall meet all current Minnesota Department of Transportation (MN DOT) specifications and guidelines. Furthermore, all materials supplied shall be on the MN DOT approved materials list, which can be found at https://www.dot.state.mn.us/products/concrete/index.html

1. All items listed in this bid shall be delivered FOB Minneapolis Central Stores (1901 E 26th St), Linden Yard (816 Linden Ave), or a specified project location and unloaded by the Contractor as specified by the Engineer. All material will be ordered in partial orders as small as a partial pallet. No full orders will be made for the materials listed in the bid.

Therefore, the Supplier shall include multiple deliveries within their bid. The quantities listed are an estimate of amounts and the actual amounts will vary.

a. If Contractor is unable to unload materials a deduction of $200 per hour will be made for the total time spent waiting during the delivery window and unloading duration.

b. Unloading materials is considered incidental to this contract and no additional compensation will be made.

2. All materials shall follow the provisions of MnDOT 1601 (Revised on 11/10/2022) and the 2024 SALT Schedule of Materials Control.

3. For bar lengths less than 20 feet, the Supplier agrees to cut the rebar to the ordered length with no additional cost added to their bid. The end of all cut bars shall be epoxy coated.

4. Dowel baskets include the full assembly – 13 bars welded into the wire cage.

5. All items except 4-bend keyway and 12’ dowel baskets must be delivered within 24 hours when requested by City staff.

6. All 4-bend keyway and 12’ dowel baskets must be delivered within 14 calendar days from the order date.

7. The City of Minneapolis will award all items relating to this bid to only one supplier. In doing so, the City of Minneapolis avoids the possible inefficiencies associated with buying multiple products and services from multiple suppliers. The bid award will be based on the https://www.dot.state.mn.us/products/concrete/index.html overall lowest bid. All suppliers must fill in all lines or their bid will be considered nonresponsive.

8. Quantities may be increased or decreased by up to 100% with no price adjustments.

Contract Term The successful Contractor will be awarded an initial one (1) year contract from approximately January 1, 2027 through January 1, 2028. This contract may be renewed at the expiration of the initial term at the request of the City. The City reserved the right to extend this contract for two (2) additional 12-month periods if agreeable to both parties.

Price Escalation Prices shall be firm for the initial contract period. After the initial contract period, an escalation may be allowed for any extensions based upon a demonstrable industry wide, regional and/or operational increases in the contractor’s costs. For documented evidence to be considered, it must be submitted to the City of Minneapolis Procurement Office sixty (60) days prior to the end of the current contract year. The exact amount of escalation, if any, will be governed by the validity of the documentary evidence submitted. No price increase will be effective until approved by the City of Minneapolis Procurement Office. With the exception of extraordinary circumstances, the amount of any increase shall not exceed the Consumer Price Index (CPI) or five (5) percent, whichever is higher.

Non-Exclusive Any contract(s) resulting from this Request for Bid will not be an exclusive contract and the City reserves the right to hire other contractors, to perform similar work, and seek bids from other vendors.

Rights of the City The City reserves the right to reject all or any part of any bid, waive informalities, and award the contract to the lowest responsive and responsible contractors to best serve the interest of the City. Informality shall mean a minor defect or variation of a bid from the exact requirements of the Request for Bid which does not affect the price, quality, quantity, or delivery schedule for the goods, services or construction being procured.

Quantities The quantities specified in this Contract are estimated only. They may not indicate the actual quantity which will be ordered, since such volume will depend upon requirements which develop during the Contract period.

Quantities shown shall not be construed to represent any amount which the City shall be obligated to purchase under the Contract or relieve the Contractor of its obligation to fill all orders placed by the City.

Invoice and Payment

All work requested under this Contract shall be placed on a City issued Purchase Order.

Contractor shall make all reasonable efforts to submit invoices and documentation in an electronic format, such as PDF or other format compatible with City software capabilities, in lieu of paper invoices and documentation, when so requested by City.
