The scope comprises three sets of materials: six 8-foot length by 8-foot height, 3-inch thick fixed aluminum panels; twelve adjustable spreaders with 60- to 90-inch range; twenty-four spreader locking pins; and twelve steel lifting push plates. All materials must be new and meet or exceed OSHA 29 CFR 1926.652 requirements. Delivery is required to the Water Distribution Facility at 935 5th Ave SE, Minneapolis, between 7:30 AM and 3:00 PM Monday through Friday (excluding federal holidays), with prior confirmation to the City contact. The initial delivery due date is August 9, 2026; all items must be delivered by October 21, 2026.
Bidders must submit unit pricing for each line item with freight and delivery costs included and pricing firm throughout the agreement period. Pricing must be in U.S. dollars. Bidders must provide documentation of all required licenses, certifications, and registrations; failure to submit will result in bid rejection. A single Purchase Order will be awarded to the lowest responsive and responsible bidder, though the award is non-exclusive and the City reserves the right to solicit similar materials from additional vendors.
This is a one-time purchase order with no ongoing contract term. Bidders must comply with Minnesota Statutes Section 16C.285, subdivision 3, regarding responsible contractor criteria. Prevailing wage requirements for public works and the Living Wage Ordinance for contracts valued at $100,000 or more apply. Standard City of Minneapolis terms of purchase, including insurance requirements, indemnification, and inspection rights, are incorporated. Payment will be rendered within thirty days of invoice submission and acceptance.
Bids must be submitted electronically through the City of Minneapolis eSupplier Portal. The City is exempt from sales tax and vendors should obtain an ST-3 exemption certificate from the State of Minnesota. All applicable sales taxes and fees must be included in bid pricing.
