About this opportunity

The City of Minneapolis is requesting bids for plumbing, pipefitter, and mechanical services at the Minneapolis Convention Center under solicitation BID-MCC-Plumbing/Pipefitter/Mechanical Services, with bids due August 13, 2026 at 12:00 PM CDT and questions due August 7, 2026. Up to three contracts may be awarded to the lowest responsive and responsible bidders. No SUBP goals apply, but prevailing wage compliance is mandatory with aspirational employment targets of 20% female and 32% minority participation.

Bidders must employ licensed Journeyman plumbers and pipefitters with a minimum of five years of experience in each discipline and must be licensed to perform annual Regulated Backflow Assembly (RBA) certifications, repairs, and replacements. Contractors must respond to routine requests within five business days and to emergency requests within two hours. All truck and travel charges must be included in the hourly rate; the City will not cover travel time.

The scope covers emergency repairs and ongoing maintenance and small projects at the approximately 2 million square foot facility. Pricing shall be submitted on a per-person hourly rate basis with separate breakdown of annual RBA testing costs by size and material markup percentages over cost. The bid form requests pricing across four labor categories: regular hours (estimated 400 hours), after-hours planned services (estimated 80 hours), and after-hours emergency services on weekdays and weekends (estimated 80 hours each). Estimated quantities are not guaranteed and serve as projections only.

The initial contract term is one year with the option to renew at the City's request and potential extensions for two additional 12-month periods if agreeable to both parties. Prices are firm for the initial contract period, with potential escalation in subsequent years limited to documented cost increases not to exceed the Consumer Price Index or five percent, whichever is higher. Subcontracting is not permitted without prior written City consent. Bids exceeding $50,000 require a signed Responsible Contractor Verification and Certification of Compliance Form with Attachment A-1 listing first-tier subcontractors. A bid deposit of 2% of the total proposed bid amount is required. Electronic submission through the City of Minneapolis eSupplier Portal is mandatory. The primary contact is Kimberly K. Wilson at 612/673-2340 or kimberly.wilson@minneapolismn.gov.
