About this file
This is a Specifications document from the City of Minneapolis for plumbing, pipefitting, and mechanical services at the Minneapolis Convention Center (Event 4237). The City is soliciting pricing for professional mechanical services to address emergency repairs and ongoing maintenance/small projects at the approximately 2 million square foot facility. Qualified vendors must employ licensed Journeyman plumbers and pipefitters with a minimum of five years of experience in each discipline and must be licensed to perform annual Regulated Backflow Assembly (RBA) certifications, repairs, and replacements. Contractors must respond to routine requests within five business days and to emergency requests within two hours. Up to three contracts may be awarded to the lowest responsive and responsible bidders. The initial contract term is one year, with the option to renew at the City's request and potential extensions for two additional 12-month periods if agreeable to both parties.
Pricing shall be submitted on a per-person hourly rate basis, with separate breakdown of annual RBA testing costs by size and material markup percentages over cost. All truck and travel charges must be included in the hourly rate, and the City will not cover travel time. Prices are firm for the initial contract period, with potential escalation in subsequent years limited to documented industry-wide or operational cost increases, not to exceed the Consumer Price Index or five percent, whichever is higher. The City requires submission of any escalation documentation 60 days prior to contract year-end. Invoicing must be submitted monthly in electronic format detailing hours worked per week per person, tasks completed, rates, and subtotals. Subcontracting is not permitted without prior written City consent. The City reserves the right to reject any or all quotes and is not obligated to award an exclusive contract, as it may hire additional contractors for similar work.
