About this opportunity
The City of Minneapolis Health Department is requesting bids on lead hazard reduction services for three residential properties under BID-HEALTH Bid Packet #111, with bids due August 11, 2026 at 2:00 p.m. CDT. Award will be made to the lowest responsible bidder for the entire scope across all properties.
Contractors must hold a Minnesota Residential Building Contractor (RBC) license from the Minnesota Department of Labor and Industry and EPA certification as a Renovation Firm under 40 CFR 745 at the time of bid submission. All workers and supervisors must complete 8-hour Renovate, Repair and Painting (RRP) training and hold valid Certified Renovator licenses. Bids exceeding $50,000 require a signed Responsible Contractor Verification and Certification of Compliance Form with Attachment A-1 listing all first-tier subcontractors, and comply with Minnesota Statute 16C.285 minimum criteria covering workers' compensation, unemployment insurance, tax registration, wage and hour compliance, occupational safety, and debarment status.
The scope encompasses lead-based paint stabilization, window replacement (26 vinyl windows at 2733 Columbus Avenue), interior floor enclosure, stair tread and riser work, window stool replacement, and trim stabilization at three properties: 2223 3rd Street North, 2733 Columbus Avenue, and 2717 15th Avenue South. Work must be completed within eight weeks of approval. Post-renovation cleaning and clearance verification by MHD staff is required before project completion, with visual inspection confirming absence of dust, debris, or construction materials. Bids must include itemized costs for each work item and responses to all properties; partial proposals will not be considered.
The contract is funded by City of Minneapolis grant funds and does not have Davis-Bacon requirements. Contractors must comply with the City's Living Wage Requirements per City Ordinance Chapter 38 and Special Conditions for Grant-Funded Contracts, including anti-lobbying certifications and prohibited telecommunications equipment certifications. Contractors receiving federal funds of $25,000 or more must obtain a DUNS number. Contractors are encouraged to visit properties prior to bid submission.
