About this opportunity
The City of Minneapolis is requesting bids for the Farmer's Market Reconstruction project under Event #4278, with bids due October 15, 2026 at 2:00 p.m. and a pre-bid meeting on September 29, 2026 at 9:30 a.m. at the Minneapolis Traffic Maintenance Facility. No set-aside or participation goal is mandated; however, contractors are encouraged to provide minority-owned and women-owned business enterprises with full and fair opportunities on subcontracts.
The scope encompasses all materials, labor, equipment, and incidentals necessary to reconstruct the Farmer's Market in accordance with provided specifications and drawings, with substantial project completion due November 12, 2027. The base project and two optional alternates—converting storage Room 311 into a family restroom (Alternate #1) and prepping, priming, and painting steel structures for the 200 and 300 canopies (Alternate #2)—are priced via lump-sum and per-cubic-yard unit pricing across six line items covering general construction, contaminated soil removal and disposal, hazardous and regulated soil removal and disposal, unregulated soil removal and disposal, and clean soil fill and compaction. Project specifications and drawings are available through QuestCDN (eBidDoc #10373824) for a $10.00 download fee.
Bids exceeding $50,000 require submission of a signed Responsible Contractor Verification and Certification of Compliance Form (Minnesota Statute 16C.285, Subdivision 7) and a 5% bid deposit. Performance and payment bonds equal to 100% of the total contract amount are mandatory. Prevailing wage rates apply, with aspirational employment goals of 20% female and 32% minority workforce participation. Contractors must comply with Minneapolis Code of Ordinances Title 7 civil rights requirements, living wage standards for contracts exceeding $100,000, Amara's Law regarding PFAS-containing products, and federal grant conditions including Davis-Bacon labor standards and lead-based paint regulations. Written questions are due October 2, 2026; any addenda will be posted by October 7. Award is made to the low, responsive, responsible bidder. Contact: Duane Hansen, duane.hansen@minneapolismn.gov, 612.673.2500.
