About this file

This addendum to the City of Minneapolis Farmer's Market Reconstruction project (Event #4278) provides updates and clarifications to the original bidding documents for a comprehensive reconstruction project at 312 East Lyndale Avenue North, Minneapolis, Minnesota. The addendum includes results from the September 29, 2026 pre-bid meeting, responses to contractor questions submitted by October 2, 2026, and revised specifications and drawings effective October 6, 2026. Key project components include general construction with two optional alternates: Alternate #1 for converting storage room 311 into a family restroom matching room 321, and Alternate #2 for prepping, priming, and painting the steel structure, electrical infrastructure, and metal roof panel undersides for the 200 and 300 canopies. The project encompasses site demolition, utility work, plumbing fixture installation (Section 22 4000), interior finishes, door and window installations, reflected ceiling plans, and right-of-way signage modifications. Bids are due October 15, 2026 at 2:00 PM CST, with substantial project completion targeted for November 12, 2027 and an anticipated project start in the first quarter of 2027. The contractor must coordinate all work with ongoing farmer's market operations and obtain City of Minneapolis permits, with all WAC and SAC fees being the contractor's responsibility.

The project is funded through a Federal HUD FY24 CPF Grant, requiring compliance with Section 3 employment and economic opportunity provisions for low- and very low-income persons and communities. Subcontractor participation goals are set at 0% MBE and 0% WBE; however, contractors are encouraged to provide minority-owned and women-owned business enterprises with full and fair opportunities. The project specifies aspiring employment goals of 20% female and 32% minority workforce participation, with prevailing wage rates and Davis-Bacon labor standards applying due to federal funding. Performance and payment bonds equal to 100% of the contract amount are required, along with a 5% bid deposit for bids exceeding $50,000. Contractors must comply with Minneapolis Code of Ordinances Title 7 civil rights requirements, living wage standards for contracts exceeding $100,000, and Amara's Law regarding PFAS-containing products. The addendum clarifies plumbing fixture manufacturers (with BOD as the only approved manufacturer for fixtures Section 22 4000), revises painting scope to include all conduits, junction boxes, and roof panel undersides, and provides detailed site plans, utility information, and construction staging requirements accommodating the market's operational needs throughout the project timeline.
