About this opportunity

The Alabama Department of Conservation and Natural Resources, State Lands Division, is requesting bids on herbicide spray services for cogon grass treatment on the Old Cahaba Prairie East Tract under ITB with bids due August 24, 2026. Attendance at a mandatory pre-bid conference and site visit on July 29, 2026 at 10:00 AM Central Time at Dallas County Road 155 in Selma, Alabama is required; failure to attend and sign in results in automatic bid rejection. Site visit confirmation must be submitted to Michael Chase at michael.chase@procurement.alabama.gov by July 24, 2026 at 5:00 PM.

Bidders must hold a current Custom Pesticide Business License from the Alabama Department of Agriculture and Industries for Forest Pest Control in either Ground Application or Aerial Application categories. The scope covers approximately 1,312 acres of cogon grass using ground and/or drone application with Arsenal AC herbicide or equivalent. Ground application requires a 3% by volume rate; aerial application requires 10 gallons per acre with 24 ounces of Arsenal AC or equivalent per acre, plus 24 ounces of MSO or appropriate adjuvant and drift control agent. Application must extend at least five feet past the outer perimeter of every cogon grass patch. All material costs, labor, travel, equipment mobilization, and patrol are included in bidding. Work for 2026 ends October 15; work resumes when the growing season begins in 2027. The contract is awarded on an all-or-none basis to the lowest responsible bidder and has a single 12-month term.

Pricing must be submitted on a per-acre basis through the Alabamabuys supplier portal; actual acreage treated depends on pricing, budget, and timing. The State pays 30 days in arrears. Questions are due August 5, 2026 at 5:00 PM through the Discussion tab. Contract assignment, subletting, or subcontracting requires written approval from the Chief Procurement Officer. Bidders must submit E-Verify documentation and a State of Alabama Vendor Disclosure Statement.
