About this opportunity
The City of Minneapolis is requesting bids for occasional property maintenance services for the Community Planning and Economic Development (CPED) department, with bids due October 27, 2026 at 2:00 p.m. CDT and a pre-bid meeting scheduled October 15, 2026 at 10:30 a.m. via Microsoft Teams. No Small and Underutilized Business Program (SUBP) goals are established for this contract, though contractors are encouraged to provide full and fair opportunities to certified Minority-Owned and Women-Owned Business Enterprises.
The scope encompasses graffiti removal, illegal dumping removal and disposal, boarding and securing of vacant buildings, lot inspections, fencing repairs, tree trimming, and miscellaneous property maintenance on City-owned lots throughout Minneapolis, with primary concentration in North Minneapolis. Work is estimated at 800 annual hours distributed variably across months and not guaranteed. Vendors must respond to work requests within 24 hours during normal business hours (Monday through Friday, 7 a.m. to 5 p.m.). Contractors must provide before-and-after photographs for graffiti removal, illegal dumping removal, and unsecured building discovery, along with material receipts and detailed invoices by property address. All vendors must verify non-debarred status through SAM.gov and the Minnesota Office of State Procurement.
The initial contract term runs from award through December 31, 2028, with an option for one additional calendar-year renewal at the City's discretion. Pricing shall remain firm throughout the initial term; price escalation for renewal is limited to documented evidence of industry-wide, regional, or operational cost increases, generally not exceeding 5 percent, submitted 60 days prior to contract year end. The City reserves the right to award multiple contracts and is not obligated to use an exclusive vendor.
Bidders must comply with the City's Living Wage Requirements per City Ordinance Chapter 38 and submit a Bid Deposit. If awarded, contractors must obtain Performance Bonds and Payment Bonds as requested. Addendum 1 was issued October 8, 2026; bidders must acknowledge receipt of all addenda. Contact: Duane Hansen, 612/673-2197 or duane.hansen@minneapolismn.gov.
