The services encompass graffiti removal, illegal dumping removal and disposal, boarding and securing of vacant buildings, lot inspections, fencing repairs, tree trimming, and miscellaneous property maintenance. Work requests will be issued during normal business hours (Monday through Friday, 7am to 5pm) and vendors must be able to respond within 24 hours. The initial contract term extends from the date of award through December 31, 2028, with an option for one additional calendar year renewal at the City's discretion. The City reserves the right to award multiple contracts and is not obligated to use an exclusive vendor.
Bidders must submit hourly labor rates for the estimated 800 annual hours, with payment occurring monthly and including material costs, disposal fees, and labor charges based on the submitted hourly rate. Contractors are required to provide before-and-after photographs for graffiti removal, illegal dumping removal, and unsecured building discovery, along with material receipts documenting costs and detailed invoices by property address. Pricing shall remain firm throughout the initial contract period; any price escalation for renewal periods may be considered only upon submission of documentary evidence of industry-wide, regional, or operational cost increases, submitted 60 days prior to contract year end, with increases generally not exceeding 5 percent. All vendors must be verified as non-debarred through SAM.gov and the Minnesota Office of State Procurement. Invoices and supporting documentation should be submitted electronically to the City's designated email address.
