About this opportunity
The Colorado Department of Transportation (CDOT) is seeking a contractor for the Bethel Pass Remote Avalanche Control System (RACS) project located along Interstate 70 in Mt. Bethel. The procurement is a two-phase Invitation for Bid (IFB) for purchasing and installing three standalone remote avalanche control systems designed to enable CDOT employees to trigger avalanches remotely, enhancing road safety. The systems must be capable of deploying large high explosive charges (5kg or greater) from outside the avalanche starting zone, with cellular and radio backup communication, and the ability to deploy at least 12 explosive charges before resupply. Key technical requirements include 360-degree explosive effect, cloud-based operating software, and a 120-meter overpressure range, with individual units weighing no more than 1,200 pounds fully loaded and deployable by a B3E helicopter at 12,600 feet. The bid is due on April 29, 2025, at 2:00 PM Mountain Time, with equipment delivery required by August 1, 2025, and construction to be completed by November 30, 2025. Contractors must demonstrate at least three years of experience with avalanche control systems and submit detailed qualifications including key personnel resumes and a progress plan.
The solicitation includes provisions for service-disabled veteran-owned small businesses and provides preferences for resident bidders in case of tie bids. The initial contract term is one year, with potential unilateral renewals by the state for up to four additional one-year terms. Contractors will be responsible for all aspects of delivery and installation, including helicopter scheduling and staging, with a maximum construction footprint of 1 square meter per unit and 4 square meters total. The installation must comply with United States Forest Service special use permit requirements, including a specific Pantone Warm Gray 8C non-reflective matte coating for all components. While specific pricing details are not explicitly stated, the contract includes placeholder bid items for the standalone remote avalanche control system and installation, with a quantity of three units. Payment will be processed monthly, with invoices due by the 15th business day of the following month, and final payment contingent upon successful system test firing and CDOT's acceptance. CDOT is a tax-exempt organization that will pay contractors monthly in arrears, with 45 days to process invoices after service rendering.
