About this file
This is a two-step Invitation for Bid (IFB) issued by the Colorado Department of Transportation (CDOT) for the Bethel Pass Remote Avalanche Control System (RACS) project. The solicitation seeks a contractor to purchase and install three standalone remote avalanche control systems along Interstate 70 in the Mt. Bethel avalanche path, with the goal of enabling CDOT employees to trigger avalanches remotely for road safety. The bid is due on April 29, 2025, at 2:00 PM Mountain Time, and requires a multi-step submission process with separate technical (Phase 1) and pricing (Phase 2) evaluations. The initial contract term is one year, with potential unilateral renewals by the state for up to four additional one-year terms.
The pricing structure requires bidders to provide unit costs for the standalone remote avalanche control systems and their installation, with pricing to be submitted for the initial first year and four optional extension years. The solicitation includes provisions for service-disabled veteran-owned small businesses and includes preferences for resident bidders in case of tie bids. CDOT is a tax-exempt organization that will pay contractors monthly in arrears, with 45 days to process invoices after service rendering. The bid emphasizes the critical nature of timely goods and service delivery, and requires detailed contractor qualifications, including three years of experience with avalanche control systems and submission of key personnel resumes and a progress plan.
