About this file

This Statement of Work (SOW) is a contract document from the Colorado Department of Transportation (CDOT) for a Remote Avalanche Control System (RACS) project along Interstate 70 at Mt Bethel. The contract involves purchasing and installing three standalone remote avalanche control systems, with equipment delivery required by August 1, 2025, and construction to be completed by November 30, 2025. The systems must be capable of remotely deploying large high explosive charges (5kg or greater) from outside the avalanche starting zone, with cellular and radio backup communication, and the ability to deploy at least 12 explosive charges before resupply. The systems must be deployable by a B3E helicopter at 12,600 feet, with individual units weighing no more than 1,200 pounds fully loaded, and must meet specific technical requirements including 360-degree explosive effect, cloud-based operating software, and a 120-meter overpressure range.

The contract specifies that the contractor will be responsible for all aspects of delivery and installation, including helicopter scheduling and staging, with a maximum construction footprint of 1 square meter per unit and 4 square meters total. The installation must adhere to United States Forest Service special use permit requirements, including a specific Pantone Warm Gray 8C non-reflective matte coating for all components. The Colorado Department of Transportation will take responsibility for maintaining and operating the system after successful test firing. While specific pricing details are not completed in the document, the contract includes a placeholder for bid items covering the standalone remote avalanche control system and its installation, with a quantity of three units. Payment will be processed monthly, with invoices due by the 15th business day of the following month, and final payment contingent upon successful system test firing and CDOT's acceptance.

The contractor shall provide the Work at the prices and rates specified within the project budget below. The installation of Remote Avalanche Control systems intent is to mitigate avalanche hazard to the road, avalanche control can be conducted remotely and CDOT employees can trigger avalanches out of harm's way.

2. Deliverables The contractor shall provide the following Goods/Services that are required to be delivered to Colorado Department of Transportation as part of the Work (each a “Deliverable”):

# Deliverable Estimated Delivery Date

1. Complete delivery of a Remote Avalanche Control System equipment to the work site before construction starts.

No later than August 1, 2025

2. Construction is complete, and units successfully test-fired by

No later than Nov 30, 2025

3. Contractor Responsibilities Contractor shall provide the following Services and/or Goods under this Contract:

Deliverable #1: Equipment

● Must be able to perform avalanche mitigation from a location outside of the starting zone.

● Be remotely operated by cellular with a radio backup.

● Remotely deploy a large high explosive charge 5kg or greater.

● Deploy a 5kg explosive charge at a minimum distance of 1.5m above the snowpack surface as an air blast detonation.

● Must be able to deploy a minimum of 12 explosives charges before resupply.

● The remote unit must confirm explosive detonation.

● Meet Alcohol Tobacco and Firearms requirements for secure storage of explosives or have a variance from Alcohol Tobacco and Firearms.

Version 10/19

● The Remote Avalanche Control system must be deployable and retrievable by a

B3E helicopter at 12,600.00 ft. Individual units cannot weigh more than 1200 lbs fully loaded.

● Must have at least 40 units in operation in the United States of America.

● The explosive effect on the snowpack must be 360 degrees.

● Must have cloud-based operating software.

● Overpressure range from detonation must be 120 meters.

● The contractor will conduct a site survey with the Avalanche Program Manager before construction starts.

● Delivery of equipment before construction no later than August 1, 2025.

Deliverable #2: Installation

● The contactor's maximum construction footprint shall not exceed 1 meter square per unit and may not exceed 4 meters square for the entire installation.

● The contractor shall provide a concrete-less foundation for each site.

● The contractor shall adhere to engineered drawings for anchoring of the towers.

● The maximum weight of components provided by the contractor shall not exceed

4000 lbs, which allows for installation by a heavy-lift helicopter at 12,600 ft.

● Paint color as required by United States Forest Service special use permit. All components (e.g., exploders, towers, support structures, communication components, mounts for photovoltaic panels, etc.) of the avalanche release system shall have a non-reflective, matte coating and be Pantone Warm Gray 8C.

● Construction is to be completed and units successfully test-fired later than

November 30, 2025.

● The contractor shall deliver equipment before construction begins no later than

August 1, 2025.

● The Contractor shall be responsible for all aspects of the delivery and installation, including but not limited to helicopter scheduling, staging, and costs.

● The construction site is in remote, steep technical terrain that can be accessed by hiking or helicopter (See the attached map below). The Colorado Department of Transportation Avalanche Program Manager will determine the final locations prior to construction.

● Construction/installation performed by Contractor shall meet all specifications and site reclamation requirements as outlined in the United States Forest Service special use permit

● The Colorado Department of Transportation’s acceptance of the system and payment for equipment and installation shall be contingent upon the system's successful test firing. The contractor shall bear all risk of loss for equipment until the successful test fire and Colorado Department of Transportation’s acceptance of the system.

Timelines and Milestones A. Equipment delivery by August 1, 2025 to Empire, CO.

B. Construction can begin by August 2, 2025 and will be completed by November

30, 2025. On mountain construction estimate of seven working days.

C. Successful test fire of system completed by November 30, 2025

4. Colorado Department of Transportation Responsibilities Once the equipment is installed and test-fired, Colorado Department of Transportation will be responsible for maintaining and operating the remote avalanche control system.

5. Deliverable Acceptance Process Each Deliverable shall follow the Deliverable submission process as follows:

A. The contractor shall submit each Deliverable to the Colorado Department of Transportation for review and approval.

B. The Colorado Department of Transportation will review the Deliverable and may direct Contractor to make changes to the Deliverable.
